BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
1.1. In the performance of his/her function the Aviation Officer (AO):
to the Chief Air Transport Officer (CATO);
WFP Country Directors Head of Area Office Regional Directors and the Heads of Client Agencies on matters pertaining to aircraft operations; and
with regional and country aviation authorities and agencies AOC holders and other HAS Air Transport Officers.
1.2. Administratively the AO reports to the CATO if deployed in the same base otherwise to the WFP CD or Head of Area Office of the host CO/AO who provides the logistics and management support services.
1.3. The incumbent will cover the position of Aviation Officer according to the current structure and with the accountabilities and responsibilities.
ACCOUNTABILITIES/RESPONSIBILITIES:
2.1. In respect to his/her service management responsibilities the Aviation Officer:
and maintain an organization capable of administering the provision of a safeeconomical efficient and effective air transportation service for the movement ofpassengers and cargo;
that adequate administrative and logistics support arrangements are made for the execution of air operations;
that all contractual provisions and obligations are satisfied and produces contract performance reports;
voyage reports submitted by aircraft commanders after completion of tasks and provides advice to movements planners;
risk assessments prior to the tasking of aircraft and keeps all personnel informedof the actual and potential hazards and causes of accidents/incidents;
arranges and coordinates the provision of technical and operational support for airtransport service operations;
the budget accounts for expenditure prepares budget submissions and performance reports;
and advise the Humanitarian Community and the Country Office in determiningtheir air transport need and design a scheduled service that will cater to needs to the extent possible without compromising safety efficiencies and economies;
review and analyse route structures aircraft payload cargo traffic statistics to assess viability of routes and service improvements;
an annual financial summary on operational expenditure statement to monitorfinancial performance of the operation;
manage and supervise passenger and cargo operations tasks and issues manifesttasking checking information boarding etc;
aircraft operations and performance identify and report any likely hazard(s) and operational risk(s) which could affect the continued safe operations of aircraft;
with CAA UN mission (if any) or airport authorities to arrange for position/remove and operate suitable firefighting equipment and other protective equipment as required.; and
for security of personnel cargo and facilities.
meetings external meetings and events with other UN agencies or other partners and entities as required.
in the development of standard aviation operating procedures within the fieldor contribute towards global aviation policies and tools for use across WFP ensuring thataviation objectives are accomplished in compliance with WFP UN AVSTADS ICAO andSARP standards.
and UN agencies to facilitate coordinated and sustainable services humanitarian access to remote locations and readily available assets foremergency interventions.
the DCATO/CATO as necessary in resource mobilizations meetings in his/her duty station and/or when he/she/they are absent.
responsibilities of CATO/DCATO during the incumbents absence when and ifrequired.
any other duties as formally requested by Chief Aviation Service.
2.2. In respect to his/her Safety and Quality Assurance responsibilities the AO:
that an adequate and efficient safety organization is maintained throughout thedesignated Area of Operation;
and maintains an effective and efficient flight operations management system for flight following and search and rescue;
and advises the appropriate authorities on all safety matters and recommends remedial measures to counter actual or potential causes of aviation accidents/incidents;
all techniques and aircraft types for potential safety hazards;
action taken on all aircraft accidents/incidents and provides specialist knowledge inquiries when required;
and provides statistical analysis of aircraft accidents/incidents; and Propagatessafety publicity education and dissemination of information.
quality management of operational processes and compliance to the establishedstandards in support to the Quality Assurance Commitment to all UNHAS stakeholders.
DELIVERABLES AT THE END OF THE CONTRACT:
established good relationships and proactive coordination with Donors/UNHASstakeholders Focal Persons and timely preparation of end reports
established good relationships and proactive coordination with UNHAS Team to the Annual Performance Plan SCOA quarterly/annual reports CO meetings and supporting UNHAS field outstations.
provided good coordination mechanisms and customer care to all UNHAS passengers and crew and keep the base as per aviation standards and requirements with proper filed and documented performance reports.
performed his/her activities and daily flight dispatch activities in accordance with the guidance from the CATO UNHAS SOAP and WFP Aviation Service ATM.
performed the following tasks at satisfactory level according to his/her supervisor through the PACE.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in Aeronautics Aviation Engineering Aviation Maintenance Engineering Airport Management or other relevant field; OR Aviation Military officers professional career (including degree) as pilot or navigator pilot; OR First University degree with additional years of relevant work experience AND in possession of one of the following Aviation licenses: Commercial Pilot License Air Traffic Control License Flight Operations Officer or Flight Dispatcher Officer License.
Experience:
had a minimum of 5 years experience in the aviation industry; and
held a supervisory or management position in air operations or has successfullycompleted an Aviation Safety Management course or equivalent.
addition the core and functional capabilities required by standard Aviation Officer jobprofile the incumbent should possess good organisation and coordination skills
in commercial aviation. Specific focus in humanitarian air operations/food aid orexperience in UN peacekeeping aviation operations is desirable.
liaising with country authorities to facilitate air operations.
establishing methodologies for risk analysis and problem solving.
Knowledge & Skills:
Proficiency in using Microsoft Office programmes and other related tools.
Knowledge in humanitarian aviation activities and/or WFP field operations is desirable.
Languages: Fluent in English Language (Level C) and a second UN language as per WFP requirements.
