JOB TITLE: Aviation Security Officer
TYPE OF CONTRACT: CST REG
UNIT/DIVISION: Aviation Service / Supply Chain & Delivery
DUTY STATION (City Country): Maiduguri Nigeria
DURATION: 6 Months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Reports directly to the Chief Air Transport Officer (CATO) Nigeria the incumbent will advise the UNHAS CATO on matters pertaining to security in aviation operations develop and control UNHAS Aviation Security (AVSEC) procedures to mitigate risks in the area of operation.
Provides support in Aviation Security (AVSEC) and related functions for the smooth running of UNHAS operations in Nigeria based in Maidguri. This also includes Inter allied liaison and coordination with relevant authorities UN organizations NGO partners and stakeholders.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Collect and analyze information/intelligence from the field Security/ NGO/Osint networks.
2. Train WFP Aviation staff and focal points on AVSEC-related matters including screening and handling.
3. Provide support for capacity development training of national airport authorities and partners where applicable for UNHAS operations
4. Regularly inspect all UNHAS destinations airports airstrips and landing zones.
5. Brief crew and UNHAS staff about prevailing security situation and procedures.
6. Brief UNHAS points of contact on their duties and procedure to handle flights safely.
7. Brief all new UNHAS staff and air operator crew project management teams in the mission on aviation security issues.
8. Test and review AVSEC security procedures in place.
9. Participate in AVSEC assessments and reconnaissance missions as may be applicable.
10. Assist with AVSEC analysis during MEDEVAC CASEVAC and relocations.
11. Records and provides statistical analysis of aircraft accidents/incidents related to AVSEC events.
12. Participate in Search and Rescue and Accident Response teams as applicable.
13. Organize and/or participate in meetings workshops with all national security stakeholders involved in aviation.
14. Develop working links with other UN entities responsible for security i.e. UNDSS and participate in meetings with WFP Security officers.
15. Propagate security publicity education and dissemination of AVSEC information
16. Draft periodic AVSEC situation reports for WFP and for subsequent presentation to the local Security Management Team.
17. Conduct Aviation Risk Assessments as per ARM Annex Q requirements and retain records of Risk Assessments.
18. Develop and support Humanitarian Flight Notification System (SOP) for flights where applicable for UNHAS Operations.
19. Perform other related duties to support UNHAS operations and Aviation Safety staff.
DELIVERABLES AT THE END OF THE CONTRACT:
1. Review/update the UNHAS AVSEC SOP
2. AVSEC Training programme for UNHAS teams and partners
3. AVSEC Field assessment of all UNHAS locations with ANNEX G
4. Record of AVSEC occurences and risks in Nigeria an established/review preventative and mitigation measures in place.
5. Retain records of AVSEC related meetings
6. ARM RA (Annex Q) to be maintained and updated for each quarterly reporting period.
7. Complete 6 monthly SWOT & compulsory items Trimester reports.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Aviation Management Transport Aviation Law International Relations or equivalent.
Experience:
At least 5 years experience in the aviation industry.
A minimum of one year experience in conflict or post-conflict environment.
Knowledge & Skills:
ICAO SARP in AVSEC ANNEX 17
Training in Threat & Error Management Aircraft Accident Investigation Human Factors Aviation Security Surveillance Operational Risk Management Intelligence or Safety Management Systems .
Previous working experience in /with Military Service Airport Security Aviation Security or Operational Risk Management frameworks .
Languages:
Proficiency in English and at least intermediate knowledge in one more UN official language .
