About the Work Unit
The Motor Carrier Safety section provides a safe and secure environment for all persons by reducing commercial vehicle related crashes hazardous material incidents and eliminating criminal interdiction activity in commercial motor vehicles.

About the Job

The purpose of this position is to oversee and administer the Motor Carrier Safety Assistance Program (MCSAP) grant function(s) and to supervise several program positions assigned to the Motor Carrier Safety Section of the Colorado State Patrol. This position in coordination with MCSAP leadership helps to determine the strategic direction and performance metrics for the unit and is responsible for submission of these metrics in the annual Commercial Vehicle Safety Plan. This position is responsible for ensuring that all activities and expenditures are in compliance with MCSAP requirements at the Federal Level and advises the MCSAP Captain and Sergeants when performance metrics duties activities and/or expenditures are outside the scope of the grant. This position provides leadership and is a subject matter expert in MCSAP/FMCSA federal grant management for the State Patrol and the State of Colorado. This position is responsible for the management of specific programmatic aspects of the unit ensuring that staff complete activities and duties in adherence to all grant requirements and restrictions.


Work Environment
100% in-person Office sedentary Typical work hours Monday-Friday 8:00 am - 5:00 pm.

Key Responsibilities

Grant Program Administration
This position oversees all MCSAP grant awards received by the Colorado State patrol. Grant programmatic duties include but are not limited to administering the MCSAP grant program funds; participation and representation during project and contract negotiations; as well as audits and federal program reviews; and assists in the development of plan(s) or processes to resolve adverse findings. Monitors grant programmatic implementation to ensure compliance with state and federal rules and award letter regulations and requirements fidelity to goals and objectives and adherence to allowable budget expenditures by the end of the grant. Manages the grant review process and submits recommendations for funding. Duties include developing the Commercial Vehicle Safety Plan in collaboration with MCSAP leadership the development and submission of the annual update/plan; development of all supplemental requests for funding; providing resolution and response to questions/issues posed by the granting agency after review of annual grant submission; preparing quarterly and final reports analyzing data providing statistics and graphics for grant applications and reporting developing the annual budget and preparing budget modifications and grant extensions and ensuring completeness and accuracy of all data and information included in reports and evaluations. This position applies theory principles models standards and precedence to complex data sets for performance evaluation and reporting. This position is the States subject matter expert on the MCSAP grant/fund and regularly meets with Federal partners to collaborate and ensure completion of the grant objectives to minimize the risk of returning funds and to help develop policy and procedures to maximize federal reimbursement.

Financial Grant Administration
Develops prepares submits and monitors all MCSAP grant budgets Monitors budget expenditures to ensure compliance with state and federal fiscal rules regulations and procedures. Develops prepares submits and monitors state match funds and activities to ensure required match is fulfilled.Develops prepares submits and monitors required Maintenance of Effort funds/activities and completes annual MOE certification. Develops prepares and submits quarterly and final reimbursement requests for approval and payment to granting agency. Resolves any funding issues related to ineligible activities/expenditures and allocates funds for grant OT and reconciles monthly and year-end grant records to the states accounting system (CORE). Analyzes data identifies and resolves problems using appropriate accounting procedures. Verifies grants are in fiscal compliance for both state and federal fiscal year opening and closing activities. Responds to requests for financial data and clarification from MCSAP leadership CSP leadership financial services payroll and FMCSA with necessary information on prior and current years grant drawdown and expenditures as well as for inclusion in budgetary report to the legislature. Prepares reports summarizing funding activities at the request of internal and external customers. Prepares fiscal reports and submits to MCSAP leadership and granting agency.

Supervision

This position supervises three positions within the unit a Grant Specialist III and two Administrator IIIs. Each specializes in a different programmatic aspect of MCSAP. This position plans organizes work unit functions coordinates time and schedules for maximum efficiency. Supervises subordinate personnel including but not limited to: determining workload delegating assignments identifying training needs monitoring and evaluating performance and initiating positive member recognition. Ensures workplace written directive adherence. Observes operations processes and/or practices and methodologies for quality assurance and liability mitigation. This position also develops performance plan(s) in collaboration with employees and meets regularly to discuss progress including the completion of a formal progress review and final review.

Eight (8) years of full-time progressively responsible professional experience in grants administration or fiscal administration which included management compliance and oversight of grants.

OR

A combination of related education and/or full-time progressively responsible professional experience in grants administration or fiscal administration which included management compliance and oversight of grantsequal to eight (8) years.If education is substituted for work experience an unofficial transcript of the relevant education must be provided with your application.
