Talent Acquisition Supervisor will be responsible for assisting with the daily functions of the Human Resources department including coordinating and overseeing day-to-day recruitment operations and supervising a team of recruiters or HR assistants. This position ensures timely and effective hiring practices facilitates full-cycle recruitment and supports department-wide talent initiatives that align with County workforce objectives.


Supervisory Responsibilities:

Supervises one or more employees in the Human Resources Department. Responsible for the overall direction coordination and evaluation of these employee(s). Carries out supervisory responsibilities in accordance with the countys policies and applicable laws. Responsibilities include including interviewing hiring and training employee(s); planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Supervises daily activities of assigned recruitment staff including requisition intake job posting screening and interview coordination.
  • Hands-on full-cycle recruitment including high-volume hiring up to executive search while supervising a team.
  • Ensures consistent delivery of full-cycle recruitment services in accordance with established County procedures.
  • Monitors time-to-fill candidate quality and other recruitment KPIs; prepares periodic reports for theHuman Resources Director.
  • Provides guidance to recruiters on candidate assessment selection processes and sourcing strategies.
  • Develops scalable new policies and procedures implements new recruiting technologies and grows the capabilities of the recruiting team.
  • Assists in resolving hiring issues and candidate concerns escalated by staff.
  • Coordinates communication with hiring managers to confirm requirements timelines and expectations.
  • Supports workforce diversity and outreach programs in collaboration with HR leadership.
  • Reviews job advertisements for accuracy branding and alignment with workforce goals.
  • Participates in community events job fairs and outreach activities.
  • Collaborates with HR staff to ensure smooth onboarding and documentation workflows.
  • Trains new recruitment staff and contributes to recruitment process improvement initiatives.
  • Performs other duties as assigned.


Knowledge Skills & Abilities:

  • Excellent customer service and communication skills both verbal and written.
  • Ability to work in a fast-paced environment.
  • Must be able to stay organized and know how to prioritize the workload.
  • Ability to work independently and as part of a team.
  • Competency with computers and Microsoft Office 365 Suite.
  • Knowledge of talent acquisition strategies laws and best practices
  • Experience managing high-volume and executive searches
  • Strong knowledge of employment laws and regulations
  • Proficiency in applicant tracking systems (ATS) and HR technologies
  • Ability to influence and collaborate across departments
  • Demonstrated skill in exercising tact discretion and judgment when interacting with individuals from varied professional backgrounds.
  • Proficient in using data and metrics (e.g. time-to-fill quality-of-hire diversity ratios) to drive decisions and evaluate the effectiveness of recruitment efforts.
  • Ability to assess staffing needs create hiring strategies aligned with long-term organizational goals and forecast workforce gaps.
  • Knowledge of talent sourcing selection methodology candidate experience design employer branding and workforce analytics.
  • Ability to oversee recruitment technology budgets and vendor contracts.

Minimum Requirements

  • Bachelors degree or equivalent work experience
  • 3 years of progressively responsible recruitment/talent acquisition including demonstrated experience designing and leading large-scale hiring strategies employment branding initiatives and cross-functional recruitment programs.
  • 1 years in a lead or supervisory role


Preferred Requirements:

  • Experience in recruiting for a fast-growing corporate or business environment.
  • Experience managing high-volume hiring and large requisition loads.
  • Experience with public sector or civil service recruitment
  • Experience growing a recruiting team including hiring and training a high-functioning team.
  • Experience selecting and implementing new recruitment technologies with updated knowledge of current technology and trends.


Physical Demands and Work Environment & Other Requirements

While performing the duties of this position the incumbent may be required to bend hear keyboard sit stand talk work alone and with others and work overtime. Must be able to lift up to 25lbs.
