Main Purpose of Job

The main purpose of this position is the protection of the public health and the environment by administering the Development Plan Review Program. This involves the review development and implementation of policies and procedures pertaining to this program as well as the evaluation of proposed development supervision of field staff and advising the bureaus staff on matters relating to proposed development by enforcement of health and environmental laws regulations and policies and monitoring compliance with all program standards. This position also participates in the budgetary process as it pertains to the Development Plan Review program.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland Board of Environmental Health Specialists under the licensing requirements for Environmental Health Specialists.

Experience: Two years of experience performing inspections and investigations to ensure compliance with environmental health laws and regulations.

Notes:

1. Candidates may substitute possession of a Master of Public Health or Master of Science degree from an accredited college or university for one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering classifications or Environmental Engineering specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for therequiredexperience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:
  • Knowledge in the Annotated Code of Maryland and Health General Articles related to well and onsite sewage disposal systems
  • Excellent written and oral communication skills
  • Experience training staff
  • Knowledge of onsite sewage disposal system design and function

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Environmental Health Specialist from the Maryland Board of Environmental Health Specialists.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
