Job Description:
The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education regulation and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program the Recreational Marijuana Program and the Public Safety Program. All three programs are supported by the Administration Financial Services and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

About this opportunity:
- This position is based at our Milwaukie OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland OR by approximately the end of 2026.
- After an initial training period this position may be eligible for a flexible hybrid work schedule however weekly in-office work will be required. This position is not eligible to be fully remote.
- This position is a management service position and is not represented by a union.
Heres what you will do:
As the Senior HR Business Partner (Human Resource Analyst 3) you will partner with managers on employee and labor relations providing consultation and coaching on topics including hiring placement investigations discipline and performance management to equip them with the tools processes and innovative people practices needed to help achieve agency business plans and goals.
Duties include:
- Assist Human Resource leadership in the development of policies and procedures applicable to the human resource management needs of the agency.
- Provide guidance to managers supervisors and employees regarding policies procedures and practices related to employee management.
- Provide guidance to managers on best practices in accordance with agency guidelines regarding the Agencys performance management process and trial service review process. Recommend process improvement and implementation.
- Manage the administration of the collective bargaining agreements and serves as the labor relations expert in assigned areas.
- Work with stewards other union officials managers and supervisors to explore and resolve contractual disputes at the lowest level. Explore common interests to problem solve and negotiate resolution whenever possible.
- Provide consultative and guidance to managers and agency leadership on organization and people issues leadership effectiveness performance feedback professional development talent management team dynamics culture and change management. Serve as an active member of various committees.
- Consult with managers and agency classification unit staff to provide advice to managers on job classifications job analysis job evaluations and their respective issues and processes.
- As the agency ADA coordinator conduct interactive process with agency employees as necessary to identify essential duties and functional requirements of jobs and to provide employee ADA accommodations on behalf of OLCC and in compliance with relevant ADA/ADAA laws rules and regulations.
- Serve as the agencys Affirmative Action/EEO Representative. Investigate and make a recommendation to the Commission/Director for final disposition on written complaints alleging discrimination submitted under the bargaining agreement Equal Employment Opportunity and Affirmative collaboration with HR leadership develop and publish the agencys biennial Affirmative Action Plan.
- Draft written responses to DAS Risk Management division on notices of tort claims and lawsuits. Gather information as necessary and prepare and produces documentation in response to discovery requests for both DAS Risk and the OLCC counsel. Respond to requests to prepare evidence and testimony for civil suits.

Heres what you need to qualify:
Minimum Qualifications:
- A Bachelors degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority; AND three (3) years of Human Resource professional-level experience related to the position; OR
- A Masters degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority; AND two (2) years of Human Resource professional-level experience related to the position; OR
- Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND four (4) years Human Resource professional-level experience related to the position; OR
- Six (6) years Human Resource experience related to the position. Four of the six years must have been at the professional level; OR
- Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization AND five (5) years of human resource professional-level experience.
Preferred Skills:
- Proven experience interpreting explaining and applying rules statutes policies and federal employment and labor laws in a public sector environment as a subject matter expert related to employment and human resources to managers employees and leadership ;
- Experience partnering with managers and providing consultative guidance on performance management and corrective actions;
- Experience conducting complex personnel investigations and providing recommendations for outcome related to corrective actions and progressive discipline; and writing high level summary reports;
- Proven experience in the administration of FMLA Workers Compensation and ADA accommodations;
- Ability to communicate confidently and effectively verbally and in writing with a diverse group of stakeholders.
