Position Overview
The Office of Fiscal Services (OFS) is seeking to hire a dynamic organized detail-oriented manager in the Federal/State Grant Reporting Unit Bureau of Revenue Management and Federal Reporting to provide advice on complex accounting problems and implementation of new procedures and programs related to federal claiming of grant funds. The position will also supervise accounting activities of staff performing timely generation of reports required for federal report purposes and various fiscal information for enhancement of federal matching and estimates of Federal Financial Participation (FFP) expenditures and staff completing drawdown of federal funds.
Essential Functions
- Serves as Grant Reporting Manager.
- Serves as full-line supervisor.
- Directs the preparation verification and reconciliation of cash drawdowns for various grants and programs.
- Manages the preparation verification and reconciliation of the quarterly federal financial claiming reports for various grants and programs utilizing the states accounting system.
- Prepares work papers for consistent application of costing methodology as set forth in the Cost Allocation Plan for completion of Quarterly Statement of Expenditures for overhead costs.
- Directs assigns and reviews the maintenance production and analysis of federally mandated Cash Management Improvement Act (CMIA) reporting requirements related to federal funds.
- Creates updates and produces financial reports using accounting system data and creates updates and modifies process and procedures/internal control documentation.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college preferably with course work in business administration accounting finance or economics.
- Requires three (3) years of progressively responsible administrative experience in accounting external auditing or budgetary planning and control of public accounting for a public or private organization.
Preferred Qualifications
- Two (2) years of professional accounting experience preparing verifying and reconciling federal financial reports relative to grants.
- Three (3) years of professional experience developing financial reports or statements.
- Three (3) years of professional experience providing advice and technical assistance on complex accounting problems.
- Three (3) years of professional experience working with accounting theory principles methods and procedures.
- Two (2) years of professional experience recommending and implementing new procedures and programs relative to federal grants for a public or private organization.
- Two (2) years of professional supervisory experience assigning work providing guidance to subordinates recommending counseling and/or discipline following collective bargaining agreements training staff and approving time off.
- Four (4) years of professional experience utilizing automated accounting systems.
- Two (2) years of professional experience working with Comptroller policies and procedures Federal and State statutes administrative rules and regulations relative to federal grants and programs.
