Job Description

Title: Procurement Coordinator

Purpose:Under the direction and supervision of the Director of Purchasing coordinate the purchasing distribution and procurement process of supplies services and equipment for the District. Manage accounts receivable process according to state laws and district policies and procedures.

Job Qualifications:

  1. High School diploma or equivalent
  2. Must obtain and maintain a AZ DPS IVP Fingerprint Clearance Card(required).
  3. Previous experience in accounts receivable purchasing and procurement (preferred)
  4. General understanding of the principles of bookkeeping and/or accounting
  5. Working knowledge of computers and various software
  6. Exhibited desire and ability to perform the required duties
  7. Valid State of Arizona drivers license

Duties and Responsibilities:

  1. In collaboration with the Director of Purchasing to coordinatethe purchasing procurement and warehouse functions of the district including developing and overseeing the implementation of processes and procedures evaluating department effectiveness facilitates the department improvement process and ensures processes meet the needs of the District.
  2. Understand and have a working knowledge of the Procurement section of the USFR Compliance Questionnaire checklist Arizona Administrative Code Title 7 Ch 2 Articles 10-11 and the Code of Federal Regulations Part 200.
  3. Prepares specifications bid invitations and RFPs. Conducts public bid openings bid analysis vendor selection product evaluation and product recommendations of award to Governing Board.
  4. Have a working knowledge of the Uniformed System of Financial Records (USFR).
  5. Verify that purchase requisitions meet USFR guidelines and State Procurement rules with all documentation being submitted correctly i.e. oral quotes written quotes Request for Bids Request for Proposals etc.
  6. Ensures District compliance with all rules laws statues and policies in regards to purchasing.
  7. Understand and have a working knowledge of the Records Management section of the USFR Compliance Questionnaire checklist.
  8. Assists in the preparation of District budget and purchasing calendar. Reviews and revises procedures forms schedules routines and assignments as required.
  9. Assist the contracted audit firm with the annual audit of the district.
  10. Assist with the Fixed Asset activity of the District.
  11. Attend classes seminars and meetings as needed to improve knowledge and skills and to keep current with the latest laws services requirements and functions as they pertain to the districts needs.
  12. Perform emergency tasks as needed and directed.
  13. Perform other duties as assigned.

The position requires the individual to meet multiple demands from several people and to interact with the public and other staff.

Evaluation:Performance to be evaluated in accordance with Board policy on evaluation of support staff personnel.

Terms of Employment:

Non Exempt 12 month position 260/1 days

One year limited term appointment

Salary:Starting rate $22.81 per hour

5 days vacation

12 days sick/personal leave
