Position Summary:

The Chief Health and Wellness Officer (CHWO) has responsibility for the ongoing development and implementation of a comprehensive system of care for Health and Wellness Services throughout all sites and services of NARA NW. The CHWO will facilitate the development of positive relationships as well as integration between the medical dental pharmacy mental health substance use and culture programs. The CHWO will assure quality medical/dental outcomes and clinical excellence within an integrated health and whole person care environment while directly supervising pharmacy chronic disease and public health modernization programs. They will provide effective leadership facilitate staff interactions and align programming with administration as well as governing rules or regulations to ensure healthcare providers are working efficiently in accordance with accepted best practices that are culturally appropriate. The CHWO works collaboratively with Senior Leadership (CEO CMO CBHO COO etc.) to ensure continuous readiness for all regulatory and accrediting bodies and facilitates the adoption of clinical process improvement initiatives as it pertains to delivery of care and services. As a senior leadership team member the CHWO is expected to stay informed regarding developments as well as trends in primary care and community health bring updates to the team as appropriate and represent the organization at external meetings throughout the community.

What you will do:

  • Ensure the cultural appropriateness of services.
  • Working in collaboration with the Chief Medical Officer to ensure that appropriate clinical policies are adopted and followed to guide and standardize as much as possible the provision of care across the organization.
  • Ensure clinical operations including clinical workflow are effectively and competently performed at every phase of care delivery and that providers provide the best care possible.
  • Ensure that all treatment activities meet or exceed funding sources requirements and county state and federal regulations.
  • Develop and maintain access to health dental and pharmacy services at residential outpatient and housing program sites (as appropriate) in addition to at clinical health sites as well as throughout the community.
  • Approve the hiring and termination of all health dental and pharmacy treatment and clinic staff.
  • Monitors the performance of health dental and pharmacy treatment and clinic staff to ensure quality outcomes.
  • Support opportunities for staff training and professional development.
  • Recommend licensed providers to the Chief Executive Officer for credentialing and privileging.
  • Manage department budget.
  • Oversee the implementation of all grants and contracts within the department.
  • Assist with grant writing.
  • Support efforts to maintain credentialing of all providers in the department.
  • Work with internal and external evaluators for specified components of grants and contracts.
  • Assure consultation between all disciplines and external sources when needed.
  • Assure programs meet requirements for documentation data collection and report writing.
  • Working in collaboration with the Director of Facilities ensures the maintenance and care of the facility.
  • Maintain compliance with NARA NW Quality Assurance Plan and ensure that quality assurance methodology is maintained in all elements of treatment service delivery.
  • Provide administrative direction and supervision including development and review of treatment policies and procedures approval of treatment schedules coordination of staff in-service trainings
  • Provide monthly individual administrative supervision to the Medical Managers/Directors Dental Managers/Directors as well as Pharmacy Managers/Directors.
  • Attend and represent NARA NW at county state federal and other meetings pertaining to medical treatment as directed by the CEO.
  • Act as a liaison with appropriate local county state and federal agencies and organizations as directed by the CEO.
  • Develop and maintain relationships with the Oregon tribes and other tribes throughout the country.
  • Attend meetings as directed.
  • Facilitate and encourage teamwork among clinical support staff as well as between support staff and providers.
  • Identify opportunities for process and performance improvement and working closely with the cross departmental Quality Management Team as well as the Senior Leadership Team identify solutions and implement strategies to make improvements.
  • Contribute to clinical risk management planning and practice.
  • Ensure all clinical areas meet or exceed quality and regulatory standards.

Qualifications

We would like to hear from people that have:

  • Requires one of the following combinations of education/experience:
    • Masters Degree in a relevant field (Social Work Psychology Education Public Health Public Administration) and three years of paid experience in the field of health care and/or substance abuse treatment including at least three years in a paid administrative capacity; or
    • Bachelors Degree in a relevant field and four years of paid experience in the field of health care including at least three years in a paid administrative capacity.
  • Must have as evidenced by work experience academic background and in-service and other training a working knowledge of primary health care services. Experience with pharmacy dental and behavioral health services a plus.
  • Must have knowledge and experience demonstrating competence in planning and budgeting fiscal management supervision personnel management employee performance assessment and data collection and reporting.
  • Ability to maintain professional boundaries with clients the community and other staff members.
  • Work collaboratively with clients other NARA NW staff team members and to treat everyone with respect and dignity at all times.
  • Excellent communication skills required.
  • Knowledge and experience with developing and implementing outpatient health services.
  • Extensive knowledge and understanding of health and wellness services required.
  • Documented effectiveness in presenting ideas transmitting information conveying concepts to individuals or groups of people at varying educational cultural and experience levels.
  • Proficient in Microsoft Office Suite.
  • Knowledge of electronic health records.
  • Experience working within the American Indian/Alaska Native communities is considered a plus.
  • Job duties and responsibilities are subject to change as needed to meet the organizations goals and priorities.
