Key Responsibilities
- Maintain a log of duties and activities regarding corrective action for noncompliance areas
- Develop prepare and facilitate professional development as needed
- Assist with the development and review of initial referral packets IEPs BIPs IEP progress reports and other special education documentation
- Monitor related service delivery and home instruction
- Submit monthly reports of progress monitoring
- Interface and coordinate with special education agency consultants
- Informs building-based special education Specialists and administrators of the timelines for Individual Education Plan (IEP) development annual Case Reviews Evaluations Re-Evaluations Move-In Conferences Manifestations Case Conferences and Progress on Goals.
- Conducts regular IEP audits to ensure compliance with federal and state law as well as District special education policies and procedures.
- Manages the status of the Special Education Database including updating the Special Education Placement Screen daily.
- Facilitates the Districts special education child count.
- Monitors Federal Special Education Indicators.
- Sends Weekly Compliance Updates to building-based special education Specialists to flag compliance hot spots (i.e. evaluation timelines move-in conferences etc.)
- Monitor and report to building-based special education Specialist the school suspension expulsion seclusion and restraint and academic data for students with special needs in assigned buildings.
- Manages IIEP system and permissions for their school assignments.
- Maintains and completes reports as requested by the Department of Special Education
- Inputs special transportation requests (i.e. change of school)
Essential Functions:
- Collaborates with building principals special and regular education teachers outside agencies parents etc. for the purpose of identifying student issues resolving issues receiving/conveying information and/or developing individualized methods of instruction.
- Participates in a variety of meetings workshops training and committees for the purpose of conveying and/or gathering information required to perform functions and remaining knowledgeable with local state and federal program guidelines.
- Maintains a variety of records (confidential and non-confidential) and files for the purpose of ensuring documentation for future reference in accordance with administrative and legal requirements.
- Complies with all school district state and federal guidelines and Mount Vernon City School Board of Education policies.
Student Services Leadership
- Oversee and coordinate district-wide student support programs including attendance discipline special education compliance Section 504 McKinney-Vento and other related services.
- Collaborate with principals counselors social workers and community partners to ensure equitable access to services and resources for all students.
- Ensure alignment of services with district strategic goals equity plans and state/national standards.
Data Quality & Compliance
- Ensure accurate collection entry validation and reporting of all student data in compliance with NYSED and federal reporting requirements
- Establish and monitor internal data quality control procedures including audits error resolution and staff training.
- Coordinate with IT data managers and building registrars to maintain consistency in student information system
- Monitor timelines and ensure timely submission of mandated reports including enrollment program participation assessment graduation and accountability data.
- Serve as district lead for data privacy compliance (Education Law 2-d FERPA) and ensure secure data handling practices.
Regulatory & Policy Compliance
- Interpret and apply NYSED regulations IDEA Section 504 McKinney-Vento ESSA and other applicable laws to district operations.
- Develop and implement policies procedures and guidelines to ensure compliance with educational mandates.
- Prepare for and respond to audits monitoring visits and compliance reviews from state and federal agencies.
- Maintain current knowledge of changes in legislation regulations and best practices related to student services and data governance.
Leadership & Collaboration
- Provide training and professional development to administrators and staff on student services protocols data entry accuracy and compliance requirements.
- Assumes responsibility for helping to develop and maintain a continuing program of in-service education for the department.
- Serve as a key member of the district leadership team contributing to decision-making strategic planning and continuous improvement efforts.
- Represent the district at regional state and national meetings regarding student services compliance and data quality.
- Foster a culture of accountability transparency and service excellence within the Student Services Department.
Qualifications
Required:
- Masters degree in Education Educational Leadership School Administration or related field.
- NYS School District Leader (SDL) or equivalent certification.
- Minimum of five (5) years experience in school administration student services or data compliance.
- Demonstrated knowledge of NYSED reporting systems student information systems and educational data analysis.
- Strong understanding of state and federal laws affecting public education.
Preferred:
- Experience in both student services administration and data governance roles.
- Background in special education administration or pupil personnel services.
- Knowledge of data privacy laws and cybersecurity principles in K12 settings.
