Job Description

General Summary



The hiring amount for this position is between $90420.31 to $110741.84 annually. Starting pay for this position is based on applicable education experience and internal equity. This is a full-time exempt position which provides excellent benefits including 13 paid holidays plus 1 floating holiday paid vacation and sick leave health insurance options with employer contribution employer-paid life insurance Citys retirement options gym membership reimbursement and continuing education/training opportunities.

This position performs responsible professional work overseeing managing investigating and responding to employee relations matters. Provides guidance expertise and support to city-wide managers and supervisors regarding corrective action performance management grievances and employment investigations. Will coordinate with the Labor Relations Manager for investigations that involve collective bargaining covered employees. Work is performed under limited supervision and reports to the Director or Deputy Director of Human Resources.

Education Experience and Skills

Education and Experience:Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

Preferred:
  • Employee relations experience in a unionized public sector environment.
  • Supervisory experience in a public sector environment.
  • Professional certification such as PSHRA-CP or SCP PHR SPHR SHRM-CP or SCP.
Certifications/Licenses/Other Requirements:
  • Must obtain and maintain a valid Virginia drivers license and acceptable driving record according to city criteria OR must be able to provide own transportation to and from job meetings and related job sites.
  • Required to successfully pass a pre-employment background check and pre-employment drug screen.

Knowledge Skills Abilities and Other Characteristics
Job Knowledge
  • Comprehensive knowledge of public sector human resources principles practices compliance policies and procedures including state and federal law employment practices and industry best practices.
  • Comprehensive knowledge of investigative methods and techniques and investigatory report writing.
  • Thorough knowledge of research methods data collection report presentation and statistical analysis.
  • Knowledge of effective personnel management.
  • Familiarity with collective bargaining agreements principles and practices and related progressive disciplinary procedures.
Reading
  • Intermediate: ability to read and understand written materials such as newspapers magazines journals multi-step instruction manuals reference materials and governmental regulations.
Writing
  • Advanced: ability to develop materials such as researched responses reports journals speeches manuals or critiques. Ability to tailor writing to specific audiences and explain complex thoughts and ideas in writing. Uses investigatory techniques to develop effective reports.
Math
  • Intermediate: ability to deal with number systems; simple formulas practical application of fractions percentages ratios/proportions and measurement.
Communication Skills
  • Advanced: Establishes and maintains effective working relationships with city staff management city officials outside agencies and the public. Demonstrates mediation conflict resolution and consensus building skills. Maintains confidentiality of sensitive information and communicates with tact and diplomacy. Communicates current and revised policies effectively and clearly. Contact may involve support of controversial positions or the negotiation of sensitive issues. Evaluates customer satisfaction develops cooperative associations and utilizes resources to continuously improve customer satisfaction.
Independence and Decision-Making
  • Requires Limited Direction: normally completes work according to their own judgment requesting supervisory assistance occasionally. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
  • Analyzes complex problems conducts comprehensive research identify alternative solutions project consequences of proposed actions and make recommendations for resolution and implementation.
Technical Skills
  • Advanced: Requires high level skills and extensive knowledge in approaches and systems which affect the design and implementation of major programs and/or processes organization wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Skilled in the operation and use of standard office software including Microsoft Office applications SAP and other departmental systems/software.

Supervisory Responsibilities
  • Supervises and monitors performance of assigned staff. Provides input or makes decisions on hiring discipline work objectives/goals performance evaluation and work assignments.

  • Work is performed in an office environment where there may be exposure to computer screen for extended periods of time monitor glare and dust.
