Description of Job

The Office of Adult and Juvenile Justice Assistance (OAJJA) administers several major federal and state criminal and juvenile justice funding programs and provides staffing support to the Justice Assistance Grant (JAG) Board and the Juvenile Justice and Delinquency Prevention (JJDP) addition OAJJA staff are actively involved in policy initiatives intended to improve the criminal and juvenile justice systems. The Governor-appointed Juvenile Justice and Delinquency Prevention (JJDP) Council establishes funding priorities for funding from the OJJDP and serves in an advisory capacity to the Governor and State legislature as well as state agencies on juvenile justice and delinquency prevention matters. Similar to the JJDP Council the Governor-appointed Justice Assistance Grant (JAG) Board establishes funding priorities for the Justice Assistance Grant and serves in an advisory capacity to the Governor and State legislature as well as state agencies on criminal justice matters.

The office staff conduct statewide activities including but not limited to development and/or implementation of public policy and guidelines for the implementation of effective criminal and juvenile justice programs; administration and implementation of grant management including granting and oversight of subawards of awards consistent with state and federal laws adherence to state and federal grant management policies and rules; training of grant applicants on policies and procedures and effective grant management practices; provision of technical assistance to grantees on criminal and juvenile justice systems issues and ongoing implementation and evaluation of grant projects; monitoring of grant project performance and data collection and reporting to the legislature the general public and the federal government. Facilitation and coordination between the federal state and local departments of criminal and juvenile justice including law enforcement adult and juvenile probation adult and youth corrections mental health substance abuse treatment and education on issues regarding criminal and juvenile justice system improvement.

Work Environment
Attendance at the Lakewood office is required at least two days a week
Work unit core business hours Mon-Fri 8 am-5 pm

About the Job
This position exists to manage the financial grant monitoring and administrative work within the unit that administers the federal Title II State Juvenile Diversion and Marijuana tax funds Byrne/JAG Coverdell NCHIP grants and various other funding. The position is responsible for providing unique technical expertise and guidance and directing all administrative aspects related to receiving and establishing an impartial funding process monitoring the funded projects and reporting to the federal offices that administer these funds. Position acts as Assistant Unit Manager in the performance of management tasks and acts as manager in the absence of or upon request of the Unit Manager. This position also serves as the supervisor of FTE assigned to financially administer the various federal and state grant programs conduct grant monitoring as well as provide administrative support to the office.

Overall this position is responsible for overseeing the financial administration of the federal and state funding that is allocated to the office. This includes assessing and making recommendations for improvement for the online grant administration process the development of technical assistance tools promoting collaborative partnerships performing grant management training technical assistance and maintaining data collection systems to improve and produce federal and public financial reports. The position oversees and performs administrative functions related to the OAJJA funding process including setting internal policies and procedures setting of tasks and workflow for the system oversight of the grant process creating program systems and forms and desk and site monitoring of funded projects. The position provides oversight of all high-risk grants.

Key Responsibilities
Supervision
Provides direct supervision to grant financial staff members. Defines roles creates and adjusts job descriptions meets semi-annually for performance planning and evaluation trains and guides staff regarding agency policies and procedures and project-specific objectives delegates responsibilities monitors and evaluates performance and initiates disciplinary action if needed. Meets regularly to coordinate OAJJA financial and monitoring activity. Approves work products and identifies and secures needed resources. Resolves staff conflicts and issues. Meets regularly with the unit manager to discuss and resolve unit-wide problems issues and plans. Promotes collaborative partnerships with other DCJ units. Provides coverage for the OAJJA manager in the absence of or upon request of the OAJJA Manager.

OAJJA Grant Management Oversight
Manages the daily financial and administrative grant management activities within the office related to the federal and state Title II Byrne/JAG SCIP JAG PREA JRJ Coverdell NCHIP Diversion Marijuana Tax funds for Diversion Crime Prevention Grant Program and Civil Forfeiture Grant program and various others; serves as the technical financial expert for office staff and subgrantee agencies. Interprets federal and state rules and uses creative problem-solving skills to enable programs to achieve success and to comply with rules and regulations. Grant financial management duties which are overseen include review of quarterly reports for timely completion of tasks and expenditures; approval or denial of subgrantee requests for funds; interpretation and analysis of allowable and unallowable expenditures; and authorization or denial of budget modifications. Anticipates overall grant programs needs related to financial administration including assessment of spending and if requests for extensions are needed.

Develops strategies with financial and programmatic grant managers to address the financial concerns of subgrantees. Recommends needed grant program changes for OAJJA staff and/or subgrantees. Provides individual technical assistance and workshops for grant applicants and recipients to ensure program compliance with DCJ Grant Policies and Procedures and with complex state and federal grant laws rules and regulations. Incorporates information from a variety of resources including conferences trainings and literature reviews into staff trainings and program components to enhance their effectiveness. Assists in OAJJA-wide grant administrative needs such as Applicant Profile Validation in the online grant management system. Assists in mandatory federal reporting such as reviewing and verifying 425 reports and is responsible for data submission in the federal FFATA system.

OAJJA Financial Management Oversight
Advises OAJJA and DCJ management about overall OAJJA funding needs and priorities. Evaluates OAJJA compliance with state and federal financial laws rules regulations and policies to determine a strategy to address concerns and recommends changes and timelines for compliance. Is the lead for financial processes for any federal or state site visits or audits; prepares documents requested by funder(s) for such site visits or audits. Reviews financial reporting (i.e. FFR425s) from CDPS Accounting to be sent to federal state or foundation funders to assure accuracy and agreement with OAJJA financial data. Anticipates ongoing staffing needs for the office and completes payroll projections monthly with DCJ administrative staff.

Anticipates ongoing financial expenditures related to office equipment or supplies such as laptops for staff or Board/Council use and develops a replacement schedule. Reviews and analyzes data for the preparation of quarterly semi-annual and/or annual reports required by the state and federal government or other funders. Anticipates needs and advises management regarding the administrative budget for the office. Conducts monthly financial reconciliation process for all funding within the office to ensure all expenditures that have been paid are appropriate and accurately assigned to the correct fund source. Conducts monthly pre-budget (internal to OAAJJA) and budget meetings. Develops and implements a process for planning and tracking of expenditures from the grants administration line items to ensure appropriate allocation of funds and full usage of grant funds prior to expiration.

OAJJA Administrative Processes Oversight
Responsible for assuring that all administrative processes occur to achieve successful and timely planning for and administration of OAJJA grants from receipt of the federal/state/other funds through closeout; this is especially critical when OAJJA administrative staff have involvement in essential steps within that process. Ensures timely development and submission of required forms such as Official Function Forms employee and Council/Board requests for reimbursement etc. as well as grant documents such as grant agreements & contract modifications annual end-of-year encumbrances for roll/lapse coding which includes assigning coding but also logging and tracking of expenses. Completes or reviews the budget sections of applications for federal or other funds. Certifies final close-out of reported subgrantee expenditures and program activity reports for all OAJJA subgrantees.

OAJJA Subgrant Monitoring
The position oversees the grant monitoring functions of the office. Grant monitoring includes working with programmatic and financial grant managers in assessing risk levels for subgrant awards and establishing an annual plan that assures high-risk subgrants get immediate onsite visits and subgrants receive the appropriate assessed level of monitoring as agreed upon by the OAJJA Manager (i.e. quarterly review of financial/narrative reports desk monitoring on-site monitoring). Conducts site visits with OAJJA grant management staff as needed to assess regulatory financial and programmatic compliance of subgrantees.

Proven Experience Knowledge Skills

Eight (8) years of experience in financial grant management and administration.

OR

Four (4) years of experience in financial grant management administration and a Bachelors Degree in any field.
