Job Description

Qualifications (Education Training Experience)

  • Degree in Business Administration accounting or a related field.
  • 5 years of experience in an Administration Role.
  • 2 years of Bylaw knowledge.
  • Valid drivers license.

Major Duties and Responsibilities

  • Oversee day-to-day operations of the Bylaw Services team to achieve service and performance goals.
  • Establish workplace expectations provide coaching and feedback and foster a positive and accountable work culture.
  • Lead workforce planning hiring training performance management and succession development.
  • Oversee parking systems (lots and meters) impound processes and auction workflows ensuring sound business and financial practices.
  • Monitor and evaluate service delivery to align with community safety and well-being priorities.
  • Be an expert in Bylaw serving as the subject matter expert on municipal bylaws and related enforcement practices.
  • Provide timely reporting analysis and recommendations to senior management.
  • Monitor and evaluate service delivery to align with community safety and well-being priorities.
  • Understand the interconnections between Bylaw and broader Community Safety and Well-Being priorities.
  • Address escalated complaints and inquiries regarding tickets impounds and enforcement processes.
  • Represent the City in judicial proceedings related to bylaw infractions.
  • Build and maintain strong working relationships with internal departments Prince Albert Police Service Provincial ministries such as the Ministry of Justice and Attorney General and external contractors.
  • Manage information-sharing and contractual obligations with SGI and other agencies.
  • Preparation of the Bylaw Services annual budget reports research and other projects as required.
  • Ensure compliance with collective agreements municipal policies and Occupational Health and Safety policies and procedures.

Key Technical Skills and Abilities

  • Strong understanding of The Cities Act The City of Prince Alberts Traffic Bylaw and other applicable policies principles acts regulations and guidelines.
  • Ability to interpret and apply legislation regulations and policies consistently and fairly.
  • Knowledge of parking systems impound operations and auction procedures.
  • Proficient with a variety of enforcement related software competent in Microsoft Office Suite including word processing database spreadsheet and presentation software.
  • Proficient in understanding accounting principles including budget preparation monitoring and reporting.
