Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

Our GO/LRT/Subways Development Team is seeking a Manager Development to lead a multidisciplinary team in the planning transaction and realization of transit supportive communities integrated with transit infrastructure at transit stations. The role includes programmatic advisory strategy and process development transaction structuring internal and external relationship management reporting and agreements review.

What will I be doing
  • Manages the delivery of consistent and timely responses from Metrolinx to IOs submissions across TOC sites including feasibility analysis proposed zoning and design transaction structure and commercial agreements.
  • Brokers the development of materials for TOC Program governance and approvals including submissions to Investment Panel Real Estate Committee the Board of Directors and Treasury Board.
  • Manages deal structuring and represents Metrolinx interests in the negotiation of large complex and high value real estate transactions as part of the TOC Program (e.g. joint developments third party funded development and related asset protection requirements land dispositions and connection agreements).
  • Leads issues-management and options development to advance complex projects through internal coordination and governance tables.
  • Manages coordination of external advisors and consultants retained for TOC tasks/deliverables.
  • Advises in formulating the strategic direction for the TOC Program by identifying new opportunities and initiatives to develop or redevelop Metrolinx properties in accordance with Metrolinxs TOC Program and all applicable policy and legislations.
  • Builds and strengthens relationships with Metrolinx business units Infrastructure Ontario other government agencies and provincial ministries to foster collaboration and advance the implementation of the Development teams KPIs and TOC Program goals and objectives.
  • Facilitates the development of standard operating procedures with teams across Metrolinx (including Operations) and IO to ensure the appropriate processes and resources are in place for Metrolinx to test commission accept operate and maintain new transit infrastructure delivered by developers.
  • Responsible for leading a team of professionals in support of the objectives of the Real Estate & Development department and the TOC Program.
What Skills and Qualifications Do I Need
  • Completion of a degree in Real Estate Business Engineering Urban and Regional Planning Urban Design Land Economics Land Development Architecture or a related discipline or a combination of education training.
  • Master of planning real estate or related discipline is considered an asset.
  • Demonstrated experience/training in project management and planning/urban design with a real estate/development focus.
  • Effective relationship-building and negotiation skills to manage stakeholders and balance competing interests.
  • Excellent written verbal and interpersonal communication skills to convey complex information clearly and effectively.
  • Experience overseeing motivating and coaching professional staff in a dynamic fast-paced and inclusive team environment.
  • Knowledge of/expertise in large scale transit-oriented land development.
  • Ability to interpret engineering drawings reference plans and familiarity with GIS programs.
  • Ability to interpret and adhere to relevant rules policies procedures and legal requirements
