SUMMARY

Supervise and participate in the work of Airport Operations Insider Threat Coordinators. Work includes organizing shift resources assigning tasks training scheduling conducting performance reviews and relaying and following complex oral and written instructions. Act decisively and exercise independent judgment within established rules regulations and procedures. Requires excellent organizational and leadership skills and the ability to establish effective working relationships while representing Charlotte Douglas International Airport in a professional positive manner.

ESSENTIAL DUTIES & RESPONSIBILITIES
1. Supervise and participate in the work of Security Operations Insider Threat Coordinators.
2. Establish and maintain the training program for Security Operations Coordinators and Agents that includes but is not limited to coursework and programs for 49 CFR Part 1542 inspections standard operating procedures Airport Security Program other rules and regulations that govern airport security and familiarization. Duties include initial and recurrent training and administering written and practical assessments.
3. Organize and maintain 49 CFR Part 1542 required training records for personnel performing security related duties.
4. Conduct new employee on-boarding training for Security Operations personnel. Prepare and update training materials. Monitor training progress and assist with new employee development.
5. Create and maintain Security Operations the standard operating procedures and other various documents.
6. Assist Security Operations Management with 24/7/365 administrative duty officer responsibilities.
7. Supplement the on-duty Security Operations Supervisors by covering vacant supervisor shifts.
8. Manage the Aviation Worker Inspection program.
9. Manage the compliance and regulatory audit programs.
10. Serve as the insider threat program coordinator and collaborate with TSA and other aviation stakeholders to establish an Insider Threat Working Group.
11. Develop and implement measures that improve threat detection assessment and response.
12. Gather metrics on Security Operations staff and contract security services.
13. Prepare regulatory and internal reports.
14. Manage the compliance and regulatory audit programs.
15. Establish and maintain effective working relationships. Aid tenants contractors the traveling public and airport employees.
16. Ability to respond calmly and effectively during emergency and irregular operations incidents following NIMS/ICS structure.
17. Act decisively and exercise independent judgment within established rules regulations and procedures to ensure the safety of persons and security of property.


SUPERVISORY RESPONSIBILITIES

1. Evaluate and conduct performance reviews by established dates ensuring all personnel perform their job duties according to job function standard operating procedures policies and regulations.
2. Ensure employees have proper tools safety gear and uniforms to perform their duties. Participate in hiring disciplinary and termination processes of personnel.
3. Participate in hiring disciplinary and termination processes of personnel.
4. Perform training coaching counseling and provide feedback for personnel growth and development.
5. Ensure administrative functions such as budgeting/budget management payroll/timekeeping personnel compliance and recordkeeping and goal setting are completed in a timely manner.
6. Mentor motivate and lead assigned personnel in alignment with Department Vision Mission and Strategic Principles. Report to management and Human Resources as needed or required.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES:

Knowledge of:

Thorough knowledge of 49 CFR Part 1542 Airport Security Program CLT Security Standards Security Operations Standard Operating Procedures TSA issued security directives national amendments and information circulars related to airport security or the ability to obtain such knowledge within 30 days of hire.
Knowledge of aviation radio procedures/phraseology and ability to navigate on airport non-movement areas and movement areas or can obtain such knowledge within 30 days of hire.
Knowledge of Microsoft applications (Word Outlook Excel PowerPoint Teams SharePoint One Drive etc.) WorkDay E-Builder and other computer-based applications or the ability to obtain such knowledge within 30 days.

Skill in:

Skills to communicate clearly and effectively verbally in person over telephone and two-way radio.
Skills to communicate clearly and effectively in writing.
Skills to effectively organize data and prioritize resources during routine and special operations.
Strong interpersonal skills and the ability to foster effective working relationships with numerous internal and external airport stakeholders.
Skills to participate in the work and effectively supervise employees who monitor security areas complete reports and issue violations.

Ability to work in an airport environment which includes the non-movement of the airfield.
Must demonstrate strong situational awareness and be able to work in a fast-paced airport operating environment.
Ability to recognize potential threats and respond quickly and calmly under emergency situations.
Ability to act without direct supervision using independent judgment and discretion in emergency situations in accordance with departmental policies procedures rules regulations laws and ordinances.
Ability to deal courteously and firmly with the traveling public airport employees/workers airport stakeholders and those seeking access to restricted areas.
Ability to work independently or as part of a team.
Ability to represent the airport in a professional positive manner and provide exceptional customer service to the traveling public tenants co-workers and others.
Ability to establish and maintain effective working relationships with co-workers other agencies tenants employees and the public representing CLT in a professional positive manner.

Ability to effectively communicate in writing complete paperwork and generate reports.
Ability to be clearly understood over radio and phone communications.
Ability to respond calmly and effectively in emergency and stressful situations. Must be able to assess situations quickly objectively and determine the proper course of action within established rules regulations and procedures.
Ability to operate complex computerized systems to include closed circuit television cameras access control identification management credentialing and badging security alarm event logging report writing and other systems in an airport operations environment. This includes the ability to utilize standard desktop/laptop computers mobile devices and common software functions.
Proficiency with Outlook and Word at time of hire and the ability to learn other software as the need arises.
Ability to operate complex technology systems used to inspect/screen persons property and vehicles.
Ability to evaluate and recognize changing threats and requirements and adjust limited resources as necessary while responding to situations in a calm and efficient manner.

ADDITIONAL KNOWLEDGE CRITICAL TO SUCCESS IN THIS ROLE:

-Comprehensive knowledge of 49 CFR Part 1542 Security Directives Aviation departmental rules and regulations and standard operating procedures.

-Considerable knowledge and understanding of airport security requirements airport operations hazards and safety precautions.

-Knowledge of other applicable federal regulations including 14 CFR Part 139 and NIMS/ICS.

-Skills to communicate effectively orally and in writing.

MINIMUM QUALIFICATIONS:
High School diploma or equivalent and 5 year(s) of relevant experience; or 2 Year College Degree and 3 year(s) of relevant experience; or Bachelors degree and 1-year of relevant experience.

PREFERRED QUALIFICATIONS:

-Major course work in aviation business public administration criminal justice or a related field is preferable.

This position requires a high level of physical ability including visual acuity hearing flexibility strength and the agility to carry out security duties.
Essential and marginal functions may require maintaining physical condition necessary for sitting standing climbing or walking extended periods of time.
Light to moderate lifting and carrying; some crouching stooping squatting crawling reaching pushing and pulling when performing tasks.
Must be able to perform inspections on foot and in a vehicle.
This position involves the following work: 50% walking and/or standing 20% driving 10% of job is sitting 2% bending 1% reaching and 2% kneeling or squatting.
Must be able to walk up to three mile and drive up to 25 miles. Lift up to 25 lbs. for short distances (i.e. - 2 feet) push 35 lbs. 20 feet and carry 5 lbs. for 100 yards.
Must be able to lift to 75 lbs. for short distances and carry up to 30lbs. unassisted over longer distances.

Sensory Requirements:

Concentrated and attentive use of one or more senses (visual color distinction peripheral vision smell distance vision depth perception touch near vision audio and other sensory modalities) for proof reading data entry tabulating data.
Ability to operate in an environment with frequent interruptions.
Comprehend written information in work related documents.
Ability to hear understand and distinguish speech.

General Information:

Must be able to supervise and participate in the work of Security Operations Agents Security Operations Coordinators and Credentialing personnel which may include working outside in the elements or inside of the secured areas within the terminal.
May be exposed to chemicals fumes solvents machinery moving objects/vehicles dust slippery/uneven surfaces and excessive noise.
Must be able to operate various features of the terminal facility including elevators escalators lighting automatic doors CCTV access control identity verification equipment and security gates.
Work involves extensive public contact.
Works both inside and outside with exposure to inclement weather.
Must be able to work assigned shifts including holidays unscheduled overtime and report back to work during emergencies.
Shifts are assigned based on an approved bid process and seniority. No shift can be guaranteed.
Schedule subject to change and overtime.
This is an essential position and is subject to mandatory holdover and call-back during emergencies and irregular operations.
Valid drivers license required and the ability to qualify for and maintain a City driving permit.
