Position Overview:

Monroe County is seeking a highly qualified and licensed physician to serve as EMS Medical Director. This competitively selected position will provide medical oversight clinical guidance and leadership to first response agencies EMS transport services and specialized emergency service units throughout Monroe County. The EMS Medical Director will ensure compliance with clinical patient care standards develop and maintain treatment protocols oversee quality improvement programs and serve as a key medical advisor for both planned and emergency incidents.

Qualifications:

  • Education: MD/DO
  • Licensure:
    • Active NYS Medical License
    • Valid NYS Drivers License
    • NIMS 100/200/300/400 (complete or obtain within 1 year)
  • Experience:
    • Experience in medical direction of out-of-hospital emergency services.
    • Active experience in the management of critically ill or injured patients.
    • Knowledge of EMS education regulations and professional standards.
    • Minimum 40 hours/month of active clinical work in an emergency department.
    • Knowledge of mass casualty and disaster plans.
    • Compliance with NYS DOH EMS and Trauma regulations.
  • Soft Skills: Multi-agency leadership crisis decision-making systems innovation

Key Responsibilities:

Medical Oversight & Direction

  • Establish and ensure compliance with patient care standards and dispatch medical protocols.
  • Develop and implement treatment protocols and standing orders aligned with SEMAC REMAC local standards of care and national best practices.
  • Provide real-time medical direction and continuous process improvement in out-of-hospital care.
  • Serve as medical director for the Countys Emergency Medical Dispatch (EMD) program and oversee its quality assurance process.

24/7 Clinical Support

  • Respond on-scene for emergencies upon request to provide direct patient care and clinical support.
  • Provide 24/7 consultation by phone for first responders without their own medical director.
  • Offer clinical expertise in occupational health exposure control and medical threat assessments for high-risk or planned events.

Specialized Team Support

  • Serve as medical advisor to specialized county units such as the Hazardous Materials Response Team Special Operations Unit USAR swift/ice water rescue confined space structural collapse trench collapse rope operations SWAT Bomb Marine SCUBA and others.
  • Provide oversight for the Countys naloxone program Public Access Defibrillation Program and other public health and safety initiatives.

Program & Agency Collaboration

  • Maintain relationships with hospitals EMS agencies fire departments and local state and regional medical entities.
  • Assist in EMS records management ensuring integration with HER systems.
  • Support efforts to improve EMS response times and clinical outcomes.

Education & Training

  • Approve medical content for County-funded emergency medical training.
  • Provide public education on emergency prevention and responder safety.
  • Assist with grant applications and research initiatives to improve community health outcomes.
