The Work Unit:

The Oil and Gas Program (OGP) conducts compliance evaluations (i.e. inspections) and issues permits to oil and gas operations (industries processes and associated activities) in accordance with the Colorado Air Pollution Prevention and Control Act and Air Quality Regulations promulgated by the Air Quality Control addition the Oil and Gas Program provides outreach and compliance assistance regarding oil and gas air quality regulations to the regulated community citizens and staff of the Division supports regulatory and policy development and performs all other Division work related to the oil and gas industry. These responsibilities are divided into two functional groups: Compliance Monitoring and Permitting.

What you will be doing

This position provides administrative support to the OGP Program Manager and the sections the comprise OGP in the design implementation and management of systems and processes to manage multiple internal and external projects which the OGP is involved. This position performs a variety of duties and has oversight responsibility for a range of technical and administrative issues across OGP including organizing activities scheduling tracking program implementation recordkeeping editing correspondence for both internal and external stakeholders and compiling and analyzing information and data from internal and external documents. The position provides information to staff within OGP to ensure accurate interpretation and adherence to division and department rules standards policies regulations and procedures. The position uses Microsoft Office the Google suite of products task/project management and database software competently and independently. The position maintains calendars meetings and appointments tracks assignments and projects assists visitors and makes travel arrangements for division section management. The position works with a variety of internal and external groups and committees with responsibilities including setting dates times and agendas of meetings as well as record meeting summaries and action items. This position works closely with the unit supervisors and OGP staff employing independent judgment and decision-making in determining processes for the performance of assigned duties and assists the OGP program and section managers in maintaining effective and positive internal and external division work relationships.

Job Duties:

Technical Administrative and Office Management Oversight
This position provides direct skilled support to the Oil and Gas Program by processing and interacting with managers supervisors and staff across the program. The position provides a variety of support roles to the division including:
  • Assisting the program manager section managers and unit supervisors in coordinating the activities of OGP.
  • Coordinating reporting for program manager by gathering pertinent program information from section managers and unit supervisors synthesizing the information identifying the need for additional information and providing additional research based on topics suggested by OGP managers and supervisors.
  • Composing and communicating information to general staff managers and senior leadership on the program managers behalf in order to unify division actions and foster consistency with department and division priorities.
  • Facilitating agenda for key meetings coordinating scheduling and logistical arrangement of meetings conference calls and responding to speaking engagement requests for the program and section managers and assists with preparation of audiovisual materials for presentations.
  • Maintains calendars and appointments tracks assignments and projects screens calls assists visitors and makes travel arrangements for OGP managers supervisors or staff.
  • Entering permitting work in digital tracking system including identifying certain priority projects
Records Management and Communications
  • Maintains and organizes records for internal purposes to aid the program manager and OGP staff in completing projects in accordance with established parameters and digital accessibility standards.
  • Process public comment notifications for OGP permitting section
  • Monitors compliance reporting and permitting inboxes and routes questions to appropriate supervisor or staff
  • Serves as one of the Division websters coordinating OGP website updating activities and keeping the Divisions public facing website updated as needed and in accordance with digital accessibility standards.
  • Assesses the effectiveness of the website in communicating OGP activities to a range of stakeholders including the general public and regulated entities.
  • Maintains project documents by compiling documents for retention and uploading documents into the Divisions Onbase records system
  • Works with a variety of internal and external groups and committees with responsibilities including setting dates times and agendas of meetings as well as record meeting summaries and action items.
Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects cross trains and supports other administrative function needs during staff absence and/or as necessitated by staff turnover and other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:
An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:

Four (4) years of experience in administration office management or field closely related to the work assigned to the position.


OR


Education and Experience:

A combination of related education and/or relevant experience in administration office management or field closely related to the work assigned to the position equal to four (4) years


PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Previous State Service related to the work assigned to the position
  • Experience with administrative support
  • Strong organizational and tracking skills
  • Customer service for internal and external customers
  • Strong communications skills both written and verbal
  • Applies attention to detail in accomplishing tasks no matter how small
  • Ability to perform data querying analysis and reporting
  • Demonstrated skills in document design layout and accessibility (Adobe Google Suite PowerPoint etc.)
  • Self starter
