Job Duties:
DOA PUBLIC RECORDS FACILITATOR: The position is responsible for facilitating the handling of public records requests by the Office of General Counsel in
accordance with the Public Records LawLa. R.S. 44:1 et the DOA Commissioner. With consultation from the assigned OGC Attorney the position is
responsible for assessing the nature of a particular public records request and identifying the DOA Office where the requested records are maintained. The
position communicates with requesters and monitors the responsive activities of the DOA. The position will facilitate the processing of public records requests
including assisting assigned Attorneys with their assigned requests. Position is expected to communicate with State contractors and proposers concerning
confidential and proprietary information and to obtain signed indemnification agreements. The position continually interacts with the OGC handling attorneys and
the DOA sections to ensure timely responses. The position requires an ability to communicate effectively with State Contractors and proposers as well as all
offices within the Division. The position is required to adhere to legal deadlines.
GENERAL LITIGATION AND TRANSACTIONAL SUPPORT: The position provides support on litigated cases and transactional matters concerning but not limited
to Commissioner appeals of procurement matters; appeals to the Office of Group Benefits (OGB) Administrative Claims Committee and Appeals Panels; OGB
subrogation and reimbursement rights; public records requests; Cooperative Endeavor Agreements; work concerning the Commissioners responsibilities for State
lands; and DOA legislative services. The position is responsible for summarizing legal documents and requires meaningful legal knowledge in the areas of complex
litigation management; public records law; agency rulemaking; health plan administration including federal and state HIPAA laws; and the legislative process. The
position is responsible for reviewing and drafting of legal documents e-filing performing various case management duties and trial preparation. The position
performs legal research using various tools including but not limited to the Louisiana Legislatures website and the OGC purchased legal research tool such as
Westlaw or LexisNexis.
GENERAL OFFICE ADMINISTRATIVE FUNCTIONS: Position may be assigned the responsibility either as primary or backup to perform general office
administrative functions including but not limited to the tasks outlined below:
PAYROLL/PERSONNEL LIAISON FUNCTION: Position is responsible for collecting and reporting OGC staff attendance and for reconciling all generated reports.
Position assists OGC staff regarding all employment matters including payroll and leave. Position is standby responsible for handling all necessary new employee
paperwork (or on-line reporting) including collection of necessary information from employee arranging orientation etc. subject to signature approval of GC and
appointing authority. Position is also responsible for handling all necessary exiting employee paperwork (or online reporting) including collection of the employees
badge and terminating the employees access to OGCs computer systems.
SAFETY/SECURITY FUNCTION: The position is responsible for conducting required safety meetings and for complying with all safety reporting requirements.
Position is responsible for administering the driver safety program ensuring that each employee complies with all requirements and that OGC records substantiate
such compliance. Position is responsible for seeing that DOA security policies are carried out in the OGC. This position is also the assigned Floor Warden
requiring familiarity with all emergency protocols and is responsible to account for all employees in the case of an emergency.
TELECOMMUNICATIONS FUNCTION: The position is the OGC Telecommunications Coordinator responsible for the offices telephone service. Position interacts
with OTM to ensure that all OGC staff have appropriate equipment in working order. This function includes scheduling and tracking necessary repairs etc. This
position trains all staff in the basic operation of the telephone system. This position works with the office coordinator concerning service issues and ordering of
equipment.
TRAVEL COORDINATOR: The position serves as the OGC travel coordinator. The position is responsible for initially securing travel arrangements and
accommodations and ensuring reimbursement to staff members in accordance with the states existing travel policies.
1678 and 1672.2 SUPPORT: The Commissioner or his delegeethe DOA General Counselhas authority to ratify contracts under La. R.S. 39:1678 and to settle
claims or contract controversies under La. R.S. 39:1672.2. The position prepares the appropriate document for signature and tracks and disseminates all
documents for review until a final determination is made. This involves interaction with the Attorney Generals office.
LA STATE MANDATORY HR TRAINING COORDINATOR: This position works with HR to determine which employees have completed the mandatory LEO webbased training and to alert employees and supervisors ahead of time concerning needed trainings. The position will notify the GC and the Divisions Appointing
Authority when employees are not in compliance.
MAIL OPERATIONS FUNCTION: Position is responsible for all OGC mail operations. This responsibility includes opening and logging all mail received by the
OGC in an electronic database and reviewing and appropriately distributing all mail to staff; preparing letters envelopes and self-addressed stamped envelopes
and arranging for proper postage; and as needed utilizing and managing other methods of mail delivery such as Federal Express.
OGC RECORDS COORDINATOR: Position is responsible for OGCs two file rooms including organizing and maintaining files. Responsibilities include identifying
files ready for archival storage according to the OGC Records Retention Schedule and boxing indexing and forwarding files for archival storage under the
direction of the OGC Records Officer.
SUPPLY INVENTORY MANAGEMENT: Position is responsible for inventorying the OGC supply area ensuring an organized supply area and notice to the OGC
purchaser when supplies run low.
INVENTORY/PROPERTY CONTROL: The position is responsible for all property control for the OGC. This responsibility includes tagging all items inventorying
annually and disposing of surplus property. Position is responsible for all office moves including arranging for furniture and equipment placement movers
movement of telephones data processing etc.
LAW LIBRARY MAINTENANCE: The position is responsible for the maintenance and upkeep of the OGC Law Library. Position will ensure that all publications are
up-to-date organized in an appropriate and accessible manner and in good condition. Position will communicate any deficiencies to the OGC purchaser when
necessary.
CONFERENCE ROOM MAINTENANCE: The position is responsible for the upkeep of the conference room ensuring the teleconference phone is functioning the
table is clean and the room is orderly for conducting meetings.
CALENDAR MAINTENANCE: The position maintains the OGC office calendar and OGC conference room calendar in Microsoft Outlook to coordinate the comings
and goings of the staff and office meetings.
Position assists with opening and organizing files for assigned attorneys and all OGC staff as needed including scanning copying mailing or emailing.
Accordingly the position requires proficiency in all software and hardware used for those tasks. The position is responsible for maintaining assigned attorneys
calendars for court appearances hearings depositions meetings conference calls; scheduling of depositions; and court filings. The position is responsible for
registering and scheduling assigned attorneys for CLEs and training and arranging for needed materials.
Other duties as assigned by the General Counsel any Deputy General Counsel or by any OGC attorney as needed.

Compensation:This position has a Special Entrance Rate (SER) as follows:
If filled as a Paralegal 1 the SER is $1544.80 biweekly.
If filled as aParalegal 2 the SER is $1768.00 biweekly.
