The Mission of the Department of Public Instruction:
The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the states public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

The North Carolina Department of Public Instruction is seeking applicants for a Paralegal II for our Office of General Counsel for the North Carolina Department of Public Instruction (NCDPI).

The Office of General Counsel provides legal support to the State Board of Education and the North Carolina Department of Public Instruction which together oversee the North Carolina public school system in accordance with Article 9 of the State Constitution. The Office provides support and advice that enables policymakers to make informed policy decisions based upon a sound understanding of the legal issues involved. The Office also provides information in response to questions from agency staff local public-school officials and other government addition the Office oversees several key functions of the State Board and the Department including the disciplinary process for licensed professional educators.

This position will directly support the substantive legal work of the Office of General Counsel with a primary focus on the disciplinary process for licensed professional educators.

This position will serve as the primary case manager responsible for maintaining the database and case files for all pending disciplinary cases; coordinating the Professional Conduct Advisory Committee and scheduling educators accused of professional misconduct to appear before the Committee; and communicating with educators attorneys and local public-school officials regarding pending cases. The position may also be charged with drafting outcome letters and disciplinary orders for review by the supervising attorney and final approval by the Superintendent of Public Instruction.

Other duties of the position include researching discrete legal issues at the request of attorneys in the Office of General Counsel providing support to attorneys in preparation for litigation and assisting with other informal or quasi-judicial proceedings within the Department.

MANAGEMENT PREFERENCES:

  • Ability to maintain effective working relationships with colleagues.

  • Skill with the Microsoft Office suite of tools including Word Excel and PowerPoint.

Minimum Education and Experience Requirements

Graduation from an appropriately accredited institution for paralegal training and two years of experience as a paralegal; or Bachelors degree from an appropriately accredited institution and two years of substantive paralegal experience; or High school or General Education Development (GED) diploma and six years of paralegal experience performing delegated substantive legal work; or an equivalent combination of education and experience.
