SUMMARY

The Budget and Finance Analyst Lead is part of a professional team responsible for budgeting financial reporting accounts payable notes receivable and grant cash management for Housing & Neighborhood Services. The Budget and Finance Analyst Lead provides excellent customer service to colleagues within the department as well as the Budget office and Finance department. A core expectation for this role is to model exceptional customer service in every addition the Budget and Finance Analyst Lead will embrace the Citys vision for Exceptional Customer Service Every Day.

Major Duties and Responsibilities:

  • Provides general accounting services for Housing & Neighborhood Services including preparation of budgets and related analysis and reporting for a large loan portfolio and accounting/tracking of program activities and grants
  • Works with division managers to track and analyze operating budgets
  • Performs cash management for grants utilizing the U.S. Department of Housing and Urban Developments (HUDs) Integrated Disbursement and Information System and other systems
  • Responsible for obtaining and entering Housing achievement data in HUDs systems
  • Verifies and approves the payment of accounts payable and contract invoices
  • Prepares journal vouchers and budget transfers as required
  • Takes a team lead role on collaborative projects
  • Other duties as needed

Knowledge Skills & Abilities:

  • A self-starter able to work well in a team-based environment under limited supervision with effective interpersonal skills and a high energy
  • Must be able to communicate both in writing and verbally
  • Analytical ability strong critical thinking and problem-solving skills
  • Strong organizational planning and time management skills
  • Must be reliable and have a strong work ethic
  • Must have excellent computer skills including working knowledge of Microsoft Office
  • Able to work on multiple projects effectively and simultaneously

Preferred Qualifications:
Bachelors Degree with a preferred course of study in Accounting or Business with emphasis in Accounting as well as working knowledge of Workday.

Minimum Qualifications:

Requires a high school diploma or equivalent with seven years of relevant work experience an associate degree with five years of relevant work experience a Bachelors Degree with five years of relevant work experience or a Masters Degree with one year of relevant work experience along with knowledge of Microsoft Office.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
