Job Description

SUMMARY: Will direct the planning organization staffing and budgeting of Tribal Government operations providing a variety of Programs and services and procure the support necessary for implementing Programs and providing services. Coordinates Program issues and status; directs subordinate employees/Directors; develops budgets; participates as a member of the Management Team.

ESSENTIAL DUTIES and/or RESPONSIBILITIES include the following:

  • Responsible for Administering and coordinating all Administrative functions of the Tribe. Directs and Coordinates Administration of the Omaha Tribal Government in accordance with policies determined by Tribal Council.
  • Supervises activities of all departments. The programs and services planned and directed by the CTO include Natural Resources Human Services Tribal Operations Public Safety Health and Welfare Services Economic Development Facility and Maintenance Office of Public Relations and Central Administration.
  • Prepares program annual budget and submits estimates to Tribal Council for approval. Makes recommendations to the Tribal Council on all Tribal budget matters. Provides advice and assistance to the Tribal Council in their development and use of their resources.
  • Maintains the relationship between Omaha Tribal Council Federal Government State Government Management Team and other agencies providing Programs and services to the Tribe. Develops and fosters the relationship to support a co-equal partnership arrangement in carrying out all Governmental and Programmatic responsibilities of the Tribe. Meets with Tribal Council and constituents to solicit their ideas discuss Programs and encourage their support and confer with leaders of other Governments to solve Mutual problems.
  • Administers the Programs and services in accordance with Tribal Laws Regulations Policies Procedures and Guidelines. Delegates authority concerning allocations and use of resources (manpower facilities supplies and materials) while maintaining internal control of Programs and activities in a manner which will best benefit the Tribe and Tribal Members.
  • Continually evaluates current plans and operations of each subordinate unit with the Tribe to determine their efficiency and effectiveness in meeting requirements and providing services. Determines the general nature and scope of changes required for more effective accomplishment of current and projected mission; plans and established new or evaluates existing plans policies and procedures. Initiates studies and evaluates need for establishment of new and/or abolishment of obsolete Programs and acts to implements the findings within the broad framework outlined by the Department. Determines resource needs and allocates resources for successful accomplishment of objectives. Plans future development of expansion of public services.
  • Approves leave maintains discipline identifies training requirements and provides or assures training for immediate subordinates. Explains and defines responsibilities objectives and goals to subordinate supervisors; and evaluates results achieved for program compliance and effectiveness.
  • Other duties as assigned

EDUCATION and/or EXPERIENCE:

  • Bachelors in Administration or Business Administration or experience in a Managerial or Administrative capacity with responsibility for Program Management and Accountability budget preparation and implementation Program analysis/evaluation policy development and implementation public relations interagency coordination Legislative development and/or analysis

  • Must pass background check and pre-employment drug screen.
