SUMMARY

Directs plans provides administrative oversight to hospice operations under the direction of the President/Chief Executive Officer (CEO). Responsible for program development assessing and improving models of care monitoring trends in the hospice field and enhancing a learning environment. Ensures compliance with federal and state regulations the Joint Commission and industry standards. Performs in a manner which aids the agency in meeting its mission.


Chief Operating Officer:

  • Develops implements and communicates plans and programs in alignment with strategic plan.
  • Provides tools and support to accomplish strategic objectives.
  • Accountable for general oversight of all areas including hospice palliative care services grief services and the Alive Institute.
  • Assists the Vice President of Quality and Compliance with survey visits by regulatory agencies.
  • Collaborates with direct reports and peers in developing programs and services in alignment with strategic plan.
  • Manages resources within allocated budget.
  • Ensures consistency in level of practice according to agency standards.
  • Assists the CEO in strategic planning development and implementation.
  • Assists Vice President Finance with annual budget development and monthly variance review for responsible areas.
  • Promotes programs to increase access to hospice and palliative care increases excellence in practice and evolves life-long learning and competency-based practice.
  • Serves on Leadership Team.
  • Assists Vice President of Quality and Compliance to develop and evaluate outcomes to improve services and practice.
  • Assists in research activities related to clinical practice.
  • Develops maintains and revises clinical policies procedures and practice guidelines in collaboration with profession discipline representatives.
  • Accountable with Vice President Finance for direct patient care cost in collaboration with the Chief Medical Officer (CMO).
  • Provides guidance in use of clinical paths to achieve optimal patient/family care.
  • Manages resources within allocated budget.
  • Ensures consistency in level of practice according to agency standards.
  • Encourages professional development of direct reports.
  • Develops implements and communicates plans and programs in alignment with Strategic Plan.
  • Facilitates and provides general oversight of work groups as committees change with initiatives in regard to clinical practices.

Executive Services:

  • Attend quarterly Board meetings
  • Serves as a member of Board Strategic Planning Committee (when applicable) including but not limited to budgeting and strategic planning.
  • Participates in community education programs professional organizations and legislative activity.
  • Maintains and develops knowledge of evolving hospice and palliative care philosophy and practices.
  • Collaborates with the CMO to continually improve the quality and cost effectiveness of care.
  • Promotes the advancement of hospice knowledge by participating on the appropriate committees of the State and National Organizations.
  • Serves as a hospice representative to the medical community to inform physicians and other health care professionals of the availability and scope of hospice services.
  • Collaborates with the CEO related to development of the referral network for both hospice and palliative care services.
  • Acts as CEO when CEO is unavailable upon request.
  • Makes provisions for 24-hour a day 7-day a week on-call administrator coverage.

Overall:

  • Work collaboratively as a part of the Executive team and Senior Leadership Team for activities / issues that cross departmental supervisory lines.
  • Ensure compliance with all business regulations for departments for whom direct supervision responsibilities are granted to include but not limited to:
  • Human Resource standards of practice and compliance
  • Health Insurance Portability and Accountability Act for security and privacy of protected health information and other related provisions
  • Compliance with Stark and Anti-Kickback statutes including but not limited to referral relationships
  • CMS and The Joint Commission standards as applicable to departments supervised
  • All other business regulations that govern Alive Hospice practices.
  • Complete annual training in a timely manner no later than company wide deadlines
  • Provide input and/or direction to Human Resources policies and procedures and the performance appraisal and incentive programs to ensure that improper conduct is discouraged and that support of and conformity with the Compliance Program is part of any performance evaluation process for all employees.
  • Monitors clinical staff compliance with appropriate orientation staff development in service education and other educational plans.
  • Participates through preparation report writing presentation and presence at Board and Board committee meetings at the request of the Board and/or the President/CEO.
  • Maintains and develops knowledge of evolving hospice and palliative care philosophy and practices.
  • Recruits selects orients mentors and disciplines staff based on agency policy practice guidelines and staffing.
  • Develops protocols and algorithms for process management in conjunction with other directors as needed.
  • Assists with providing leadership and management training to direct reports.
  • Collaborates with direct reports and peers in developing programs and services in alignment with strategic plan.
  • Other duties may also be assigned.


Requirements


CERTIFICATES LICENSES REGISTRATIONS

Current drivers license and automobile insurance as required by Tennessee State Law.


EDUCATION and/or EXPERIENCE

Masters degree (M.A.) preferred or four to ten years related experience and/or training; or equivalent combination of education and experience. Minimum of three years senior management experience required. Hospice leadership experience required.
