Position Description



The Harris County Attorneys Office (HCAO) seeks an experienced transactional attorney to join the Hospital District Division which serves as in-house counsel for the Harris County Hospital District d/b/a Harris Health (Harris Health or the Client). Harris Health is a governmental entity and public health system that owns and operates two hospitals (Ben Taub Hospital and Lyndon B. Johnson Hospital) and an extensive network of outpatient facilities. The transactional attorney will provide Harris Health with legal advice in a variety of legal matters and will have direct interaction with key Board of Trustees members Harris Health executives administration personnel medical staff Harris County Purchasing Department staff as well as federal and state governmental agencies.


Duties and Responsibilities:

  • Drafts reviews revises and negotiates complex contractual arrangements including but not limited to the following contract types:
    • Medical equipment purchases leases and service contracts.
    • Information technology contracts (e.g. licenses software as a service and service level agreements)
    • Professional and consulting service agreements
    • Telemedicine
  • Conducts due diligence and analyzes proposed transactions for compliance with applicable fraud abuse and purchasing laws as well as Harris Health policies institutional standards and guidelines.
  • Advises Harris Health on regulations impacting digital health and medical device products such as the Federal Food Drug & Cosmetic Act; the Health Insurance Portability and Accountability Act (HIPAA); Health Information Technology for Economic and Clinic Health Act (HITECH); the 21st Century Cures Act; and state privacy laws.
  • Advises on corporate law matters.
  • Develops understanding for business issues involved in transactional matters.
  • Performs other related duties as assigned including but not limited to:
    • Assists with the review of institutional policies and procedures as required.
    • Serves as legal representative for one or more Harris Health committees operational committees and work groups.
    • Researches summarizes and clearly presents concise legal advice on a variety of legal matters impacting Harris Health involving interpretation of federal or state statutes regulations and case law.
  • Serves as after hours on call counsel for clinical and operational matters for Harris Health facilities.

  • Ability to comply with office policies and training requirements.
  • Ability to organize and prioritize assignments to meet deadlines.
  • Occasional ability to work extended hours to accommodate Client deadlines and demands.

Located in downtown Houston the Harris County Attorneys Office represents Harris County government the Harris County Flood Control District the Harris County Toll Road Authority and the Greater Harris County 9-1-1 Emergency Network in all civil matters including lawsuits. The office also provides legal advice to county officials and employees.
