You will be updated with latest job alerts via emailServes as the Water Quality Team Lead within the Office of the County Engineers Watershed Protection Group directing a team focused on environmental protection and program compliance. This role includes guiding efforts in Municipal Separate Storm Sewer System (MS4) programs stormwater management and supporting regulatory activities related to On-Site Sewage Facility (OSSF) systems. Works collaboratively with management and stakeholders to enhance public outreach implement innovative pollution prevention measures and assist in the interpretation and application of OSSF regulations. Plays a key role in promoting effective processes and fostering a cohesive team culture that advances long-term water quality goals throughout Harris County.
Job Duties:
Supervise assigned staff to include training and development performance management delegation motivation and coaching
Work to improve processes and procedures within areas of responsibility including water wells stormwater and wastewater
Serve as a subject matter expert on the Countys Municipal Separate Storm Sewer System (MS4) program in support of programmatic oversight by the Texas Commission on Environmental Quality and the Environmental Protection Agency
Assist in developing a meaningful and impactful stormwater management program that is compliant and creative. Participates in the development and implementation of program goals objectives policies procedures and priorities.
Represent the Watershed Protection Group at local and regional stakeholder events including occasional evening meetings. The role may include giving the occasional public presentation.
Oversees documentation and reporting to demonstrate compliance with local state and federal environmental permits. Exercises attention to detail to ensure accuracy.
Provides technical assistance and coordination regarding environmental compliance. Examines opportunities for reducing impact on the environment including bid specifications standard contract provisions and internal policies
Perform technical and scientific review and provide draft comments on environmental permits documents and rule proposals as directed. Coordinates comments across departments as needed.
Leads or oversees data tracking systems databases and asset management platforms to support regulatory compliance program decision-making and reporting.
Assists in budget planning tracking and management for environmental programs and contracted services.
Manage and complete special projects as assigned
Assist the Manager of the Watershed Protection Group in the discharge of their duties
May be asked to assist with disaster recovery planning and/or operations.

Education:
Graduation from an accredited college or university with a Bachelors degree in Environmental Studies Water Resources Biology Natural Resources Hydrology Ecology Geology Agriculture or a closely related discipline.
Experience:
A minimum of four (4) years of environmental experience including at least two (2) years working with or supporting a Municipal Separate Storm Sewer System program.
Proven experience building professional relationships across disciplines
Proven experience exercising sound judgement in complex situations
Proven proficiency at balancing multiple tasks concurrently
Knowledge Skill & Abilities (KSAs):
Excellent written and verbal communication skills.
Intermediate computer skills and proficiency in the use of Microsoft Office programs required
Knowledge of environmental issues surrounding water quality
Detail-oriented and analytical. Able to accurately interpret complex regulatory requirements.
Ability to shift priorities when necessary and meet firm deadlines
Strong organizational skills
Honest and dependable

Masters degree in environmental science or related field.

Position Type and Typical Hours of Work:
Full-Time Regular 40 hours per week.
Subject to early mornings late evenings weekends and holidays at times depending on the project or workload.
Salary:
Commensurate with experience based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office meeting or operations command center environment but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending stooping and lifting to 25 lbs. frequent walking standing sitting reaching and ascending/descending stairs.
