About the District

Springfield Public Schools is located in Springfield Oregon in the heart of the Willamette Valley and serves 185 square miles of the city of Springfield and East/Central Lane County. We are directly to the East of Eugene where the University of Oregon is located. We currently have about 10000 students 1400 staff members and over 650 teachers in our kindergarten through grade 12 school district. About the Position

The Accountant II position is responsible for assisting Financial Services management staff with accounting and maintaining records for various District funds and programs . This position is responsible for accounting reporting and compliance for assigned funds and with assisting management staff with budgeting staffing and position tracking for those funds. Other duties include assisting school and bookkeeping staff with accounting and policy questions related to various District funds and programs. This position handles daily work pressures requiring constant concentration to a volume of work which must be completed within a limited period of time. This position works 8 hours per day 261 days per year.

Essential Functions

Essential duties of this position include the following. Employees in this position perform some or all of the following tasks. Other duties may be assigned.

  • Maintains a working knowledge of the laws of the state of Oregon applicable to school business and state / federal laws related to grants.
  • Research issues prepares invoices and collects funds for the support of special revenue expenditures.
  • Prepares or assists in the preparation of all applicable fiscal reports for grant funded programs and ensures timely submission thereof.
  • Coordinates with key personnel at all levels of the District to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget deadlines.
  • Maintains grant fiscal records and database.
  • Assigns account codes and monitors charges for reasonableness and compliance with District policies and procedures.
  • Enters revenue and deposit transactions into the accounting system.
  • Tracks and updates District fixed asset schedules.
  • Tracks and updates District inventory records.
  • Assists with budget preparation and tracks and monitors budget reports.
  • Coordinates application process and payments for District scholarship accounts.
  • Perform bank reconciliations for various District accounts.
  • Accounts for District professional development accounts.
  • Assists schools with accounting and policy questions related to student body funds.
  • Completes a high volume of computer data entry work using District computer programs to input high volumes of data ensuring speed and accuracy including confidential data in an environment with constant interruptions.
  • Performs financial administration of all local state and federal grants.
  • Prepares and maintains compliance measures for all grant requirements and stipulations
  • Verifies appropriation of grant funds including but not limited to monitoring grant expenditures and claims submissions.
  • Sets up budgeting accounts for grants and verifies/reconciles account statements.
  • Acts as liaison between funding agencies grant administrators and/or District departments regarding compliance measures and issues.
  • Assists District departments on preparation of grant applications and submissions.
  • Provides technical supervision of senior bookkeepers and other accounting staff as assigned.
  • Assists in maintaining accounting records for bond funds.
  • Supports external audits by preparing schedules working papers and other materials as requested and/or necessary.
  • Prepares timely and accurate reports and filings as necessary.
  • Completes special projects and other duties as assigned.
  • Appropriately maintains and secures confidential records and inquiries.
  • Professionally represents the school and the District in interactions with parents community staff and students.
  • Assists other office staff and serves as back-up as needed.
  • Troubleshoots office machinery (copy fax etc.).
  • Other related duties may be assigned.

Education/Experience

  • Bachelors degree (B.A. or B.S.) in Accounting or Business Management; AND
  • Five (5) years of work experience directly related to the duties and responsibilities of this class; OR
  • Equivalent combination of education experience and/or training.

Certificates Licenses Registration & Other Requirements

  • Ability to obtain a valid First Aid/CPR card pass SafeSchools training modules as assigned maintain appropriate certifications and training hours.
  • Criminal Justice Fingerprint/Background Clearance

Desired Qualifications

  • Prior successful experience working as an accountant in a school or office setting.

Knowledge Skills & Abilities (May be acquired through education training and/or experience.)

Knowledge of: Accounting Principles grant regulations District policies and procedures; modern office practices and procedures; letter writing correct language usage; receptionist telephone and record keeping/filing systems; computer hardware and software programs and their usage; modern office equipment; safety and first aid practices and procedures.

Skills to: manage supply inventory track budget expenses delegate workflow and staffing manage office processes including office standards and promotion of process improvement; proficiently utilize Microsoft Outlook Web App Office Word Excel and PowerPoint; proficiently utilize Adobe Acrobat Document Creator and Google Suite.

Ability to: accurately enter and retrieve computerized data; understand and apply District and school policies and procedures; greet stakeholders; maintain appropriate office appearance and attire; maintain regular and acceptable attendance and punctuality as set forth in Board policy; provide information pertaining to area and/or District/School policies procedures and other pertinent information; operate maintain and arrange for repair various office/school equipment; establish and maintain cooperative working relationships with those contacted during the course of work and from diverse backgrounds; interacts thoughtfully and courteously with students staff parents and community members and resolves conflict in a professional manner; maintain records; utilize keyboarding skills commensurate with the required functions for this position; communicate effectively both orally and in writing; utilize appropriate grammar and spelling when corresponding make mathematical calculations accurately; follow oral and written instructions; accurately research various information and prepare related reports.
