About this position:
This position manages the Payroll & Benefits program for the Department of Transportation & Development (DOTD). DOTDs Payroll & Benefits Unit is comprised of four professional Human Resources positions responsible for overseeing the payroll retirement and benefits functions for both active and retired employees. This position reports to a Human Resources Manager B and provides support to the Human Resources Manager B and HR Director as needed. The incumbent of this position is required to possess broad knowledge of the LaGov HCM system and its reporting capabilities Civil Service rules and regulations DOTD policies and procedures Office of State Uniform Payroll (OSUP) policies and memos as well as specific knowledge of the pay/benefits aspects of federal and state employment laws such as the Fair Labor Standards Act (FLSA) and Workers Compensation. The incumbent must be proficient at multi-tasking and accommodating changes in law governing rules and regulations in order to successfully meet a wide variety of deadlines while also respecting the need for confidentiality. Highly developed written and oral communication skills are critical as well as a very high level of professionalism.

Qualifications

Seven years of human resources experience; OR

Six years of full-time experience in any field plus four years of human resources experience; OR

A bachelors degree plus four years of human resources experience; OR

An advanced degree in human resources business administration public administration industrial and organizational psychology organizational behavior or a Juris Doctorate plus three years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) Professional in Human Resources (PHR) or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Duties:

Staff Supervision and Consulting:
Assists in planning and directing activities for the Payroll & Benefits Unit to include development of goals assignment of duties establishment of work standards monitoring of workflow evaluation of effectiveness and efficiencies audit of work products and continuous improvement of work processes. Reviews and maintains detailed procedural manuals for direct subordinates and oversees the continual improvement of such manuals. Oversees functions of subordinate staff which include the following:

Provides guidance to other Headquarters HR staff Field HR Analysts and agency managers on complex payroll and benefits-related issues.

Programmatic Responsibilities:
FLSA: Serves as the Departments main contact for all Fair Labor Standards Act (FLSA) issues including interpretation of PPM #12 handling of K-time balances and issuance of K-Time for overtime.
LaGov HCM and ISIS Security Administration: Incumbent serves as the DOTDs LaGov HCM Security Administrator and reviews requests for access to PTMW LaGov HCM and training records. Also serves as ISIS/AFS Security Administrator and reviews requests from the Financial Services Section for Access to AFS and related modules of the AFS system.
Reporting: Generates reports through the LaGov HCM System for Appointing Authorities on overtime leave usage payroll costs etc. Provides HR Analysts time administrators and the District Business Offices with reports for audit purposes to ensure accuracy in the system. Compiles annual U.S. Census report and annual fringe benefits report. Completes Annual Financial Report (AFR) in collaboration with the Financial Services Section for the Office of Statewide Reporting and Accounting Policy (OSRAP).
Recoupment of Wages: Incumbent is responsible for the recoupment of overpayments for both active and inactive employees. Coordinates with OSUP to establish repayment plans for active employees and update claim balances for inactive employees.
LEO/Manager Self Service: Serves as primary contact for all Louisiana Employees Online (LEO) questions including those related to online time and Manager Self Service.
Military Leave Coordination: Coordinates provision of information to military employees and maintains records of reservists. Responsible for implementing rules and regulations changes relative to military service and calculates military differential pay. Provides information to employees and managers about rights and responsibilities with regard to military service (USERRA). Coordinates payment of health insurance and employees portion of retirement for employees on extended military leave without pay.

Miscellaneous Duties:
The incumbent of this position is designated as an Essential Employee and is on High Alert during emergency situations in accordance with the HR Sections Emergency Call-In procedures. The incumbent may also be required to perform other duties as necessary including but not limited to emergency/disaster support activities.
