At the Michigan Department of Transportation (MDOT) Office of Passenger Transportation (OPT) were a behind-the-scenes force of transportation superheroes ensuring Michigans passenger systems (like local transit intercity buses and for-hire services) run safely smoothly and sustainably. We are seeking a dedicated department analyst specializing in compliance and grants to support Michigans public transportation initiatives through the oversight and administration of federal transit this role youll serve as a key resource in managing and monitoring programs grant programs.


You will play a critical role in ensuring that all subrecipients of Federal Transit Administration (FTA) funding particularly under Sections 5310 and 5311 remain compliant with federal and state laws policies and FTA regulations including drug and alcohol testing requirements.


Key Responsibilities

as a Departmental Analyst you will:

  • Monitor Compliance:
    Conduct statewide triennial reviews and follow-up site visits of rural and specialized transit agencies in conjunction with the compliance specialist receiving FTA funding to ensure ongoing compliance with federal and state requirements.
  • Ensure Regulatory Adherence:
    Interpret and apply FTA rules and regulations including those related to the departments rural subrecipients and drug/alcohol testing policies.
  • Grant Oversight:
    Assist and in some cases oversee the full lifecycle of grant funding from opportunity identification and application to reporting and close-out.
  • Policy Analysis and Development:
    Analyze relevant federal and state legislation develop internal policies and procedures and recommend compliance improvements to enhance program outcomes.
  • Stakeholder Guidance and Collaboration:
    Work closely with internal teams local transit agencies and federal partners to provide guidance technical assistance and strategic advice related to grant eligibility compliance and best practices.

The Salary listed above is a range that reflects the minimum rate at the entry 9 level through the maximum rate at the advanced 12 level. Based on education and experience candidates will be reviewed to determine what level they are qualified for.

Required Education and Experience

Possession of a bachelors degree in any major.

Experience

Departmental Analyst 9

No specific type or amount is required.

Departmental Analyst 10
One year of professionalexperience.

Departmental Analyst P11
Two years of professionalexperience including one year of experience equivalent to the intermediate (10) level in state service.

Departmental Analyst 12
Three years of professionalexperience including one year of experience equivalent to the experienced (P11) level in state service.

Alternate Education and Experience

Departmental Analyst 9 - 12

Educational level typically acquired through completion of high school and the equivalent of at least two years of full-time active-duty experience at or above the E-6 level in the uniformed services may be substituted for the education requirement.
