Summary Statement

This Division Director position will provide leadership and direction for the Division of Social Services (DSS). DSS provides either directly or through coordination an integrated system of opportunities services and income support which enable Delawares most disadvantaged families to move toward and/or maintain independence. DSS 19 client-service buildings statewide serve as one-stop-shops for an array of public and private health and social service partners. Each center provides a mix of services based on the specific needs of the community including resources for food (Supplemental Nutrition Assistance Program SNAP) childcare housing utilities and specific medical services to those who are eligible. Additionally DSS oversees the State Office of Volunteerism which has over 14000 registered volunteers and 900 registered community agencies. The Director will ensure adherence to all Department State and Federal laws and regulations regarding federal benefits programs including monitoring and evaluating services provided.

Essential Functions

  • Serves as a member of the DHSS Cabinet Secretarys Executive Team requiring attendance and participation at various high-level leadership meetings.
  • Supports efforts to address equity and Social Determinants of Health through greater alignment with sister DHSS divisions to create and achieve objectives for shared populations.
  • Builds and manage a leadership team and their direct reports who can fulfill the mission and objectives of the division.
  • Aligns staff performance plans with key department Office of the Governor legislative objectives and federal requirements.
  • Provides oversight for resource development and budget management. Responsibilities include: preparing the Divisions annual operating budget of $144.5M and working with the Governors budget Office and legislature through the Budget approval process managing the budget based on sound accounting practices complying with audits and ensuring services are provided within budget limitations and developing and managing grants.
  • Develops and leads implementation of Division level strategic and program spending plans in coordination with the Office of the Secretary.
  • Develops and manages a robust quality assurance program to ensure compliance with applicable state and federal laws regulations and policies.

  2. Experience in staff supervision which includes planning assigning reviewing and evaluating the work of others; OR supervising through subordinate supervisors a group of professional technical and clerical employees.
  3. Experience in developing policies and procedures.
  4. Experience in budget administration which includes managing developing analyzing and implementing budgets; developing strategic plans and establishing internal controls.
