Job Description

Communicable Disease Control Project Coordinator

Location: Toronto-661 University

Department: Outbreak Response & Support

The Role:

To lead and coordinate projects across multi-functional areas of PHO as well as with external stakeholders and assist scientists senior staff and content experts through the preparation of related background documents reports and presentations.

Key Responsibilities-

  • Formulates and develops specific projects on a wide range of operational and scientific programs in consultation with management team members and stakeholders (internal and external to PHO).
  • Recommends specific priorities to Manager and develops implements and evaluates approved projects.
  • Coordinates all aspects of the project such as project charters critical paths and milestones budgets work schedules roles and responsibility charts risks and mitigation plans etc. using project management methodologies. This includes identifying key outcomes and deliverables ensuring all expenditures are approved and authorized within financial delegations and developing an evaluation plan which may include both process as well as outcome evaluation and which engages the stakeholders involved with the project. This may include scientific review training initiatives and exercises.
  • Incorporates change management and communication tactics to support people through relevant changes.
  • Supports the Communicable Disease Control (CDC) Senior Director/Deputy Chief and Corporate Services in preparation of reporting on progress for the Annual Business Plan by obtaining and documenting updates from priority project leads.
  • Documents operational plan and monitoring updates for all CDC portfolio programs.
  • Develops and maintains core portfolio project management tools and processes including coaching others in their use.
  • Ensures that all projects adhere to PHO policies and provincial directives and proactively identifies problems including developing risk mitigation strategies by bringing these issues to the attention of the Manager.
  • Supports the work of expert advisory panels and other project-specific committees as needed.
  • Coordinates the flow of information to stakeholders to provide updates on project progress as relevant.
  • Designs needs assessments jurisdictional scans and evaluative surveys; collects and analyses data; draws conclusions based on findings; documents and makes recommendations through detailed reports summaries and presentation materials.
  • Develops written material including commentaries reports and summaries of recommendations arising from relevant literature reviews and creating background materials suitable for inclusion in policy briefs technical reports background documents FAQs and correspondence.
  • Assists with the procedure of external funding applications associated with the project as needed.
  • Support for literature searches to assist staff and stakeholders with priority setting and knowledge exchange.
  • Represents PHO and promotes its mandate and strategic initiatives through presentations attendance at conferences and other activities.
  • Works with PHO partners in other PHO portfolios as relevant to projects.
  • Manages documents and processes on SharePoint to ensure systems are set up to orderly archive and access relevant materials.
  • Contributes to the development and implementation of the departments/programs operational plan.
  • Documents business processes and develops plans and training materials to ensure consistency of business practice and suggesting areas for improvement in internal processes along with possible solutions.
  • Performs other duties as assigned.

Knowledge and Skills-

  • Knowledge of project management methodologies and techniques to coordinate all aspects of the projects from inception to implementation/completion/evaluation such as project charters critical paths and milestones work schedules roles and responsibility charts etc. with meticulous attention to detail.
  • Skills and ability to conduct environmental scans consultations and information analysis to inform development.
  • Knowledge of external funding application processes in order to coordinate the submission process
  • Understanding of Canadian public health and healthcare systems in order to know where to find information sources such as when undertaking jurisdictional scans and evaluative surveys.
  • Understands literature review process in order to coordinate and provide logistical support for project activities.
  • Interpersonal leadership teamwork and relationship building skills are required in order to maintain effective linkages with all levels of contacts both internal and external to PHO in order to accomplish goals and objectives of assigned projects.
  • Skill and ability to develop proposals reports and presentations.
  • Problem-solving skills and negotiation skills to ensure that projects are completed on time;
  • Organizational time management and priority-setting skills in order to organize and coordinate multiple projects.
  • Skill and ability to work under pressure and respond to deadlines in a fast-paced environment.
  • Proficiency with office computer systems (e.g. database management word processing spreadsheet and presentation applications and SharePoint).

Education and Experience-

  • Baccalaureate degree in Public Health Sociology Health Administration or related discipline.
  • Project Management Certification or equivalent.
  • Masters degree would be an asset in in Public Health Health Administration and/or research methodologies.
  • 3 to 5 years experience managing projects in a health related organization in order to contribute to the management and coordination of projects across multi-functional areas of Public Health Ontario.

Attributes and Competencies-

  • Good oral communication skills in both formal and informal settings such as consulting with management team members and stakeholders (internal and external to PHO) regarding the development of specific projects and facilitation and interpersonal skills to effectively liaise with internal program staff and stakeholders in the coordination of planning efforts.
  • Good written communication and editorial skills in order to prepare briefing notes reports letters presentations educational sessions commentaries and summaries of recommendations arising from research and creating background materials suitable for inclusion in policy briefs technical reports background documents FAQs and correspondence.
  • Utilizes relationship building techniques to maintain effective linkages with all levels of contacts both internal and external to PHO in order to accomplish goals and objectives of assigned projects.
  • Represents PHO and promotes its mandate and strategic initiatives to external stakeholders/clients through presentations attendance at conferences and other activities.
  • Interacts with PHO stakeholders in government health units and clinical settings as appropriate to projects and ensures that information is shared and feedback received from all stakeholders.
  • Facilitates groups and delivers training/presentations.
  • Judgement and problem-solving skills are utilized in the development of mid to long-term goals operational strategies and deliverables;
  • Ensures all projects adhere to PHO policies and provincial directives and the ability to proactively identify problems including developing risk mitigation strategies by bringing these issues to the attention of the manager.
  • Strong analytical and conceptual abilities to manage projects from inception through implementation to completion.
  • Accountable for developing coordinating and delivering projects on time and on budget as colleagues team members and stakeholders may be depending on the outcome of a project or deliverable for their own work.
  • Accountable for coordinating using project management methodologies all aspects of the projects such as project charters critical paths and milestones work schedules roles and responsibility charts risk identification and mitigation plans order to ensure that the project leads are well-organized and understand their project roles.
  • Coordinates project planning efforts between program areas ensuring their issues are incorporated into the project planning.
  • Accountable for delivering all Annual Business Plan and Operating Plan submissions and monitoring on time to allow for appropriate approvals to meet organizational timelines.
  • Evaluates project results and stakeholder engagement to ensure project objectives and stakeholder requirements are met.
