DESCRIPTION OF SERVICES
The Department of Public Safety (DPS) requires the services of 2 Business Analysts hereafter referred to as Worker who meets the general qualification of Business Analyst Level 2 Emerging Technology and the specifications outlined in this document for DPS. Various technology and innovation projects that directly impact the daily operations of DPS to achieve Agency missions goals and objectives.
Support current DPS projects and priorities in the facilitation of gathering themes/epics/user stories/acceptance criteria and analysis of existing requirements documentation. Directly support project and development teams on various initiatives to improve agency effectiveness compliance with applicable statutes and enhance service delivery capabilities. Facilitate project development and quality assurance discussions on gathering story points to use for a predictive level of effort model.
Deliverables:
(1) Creating themes/epics/user stories/acceptance criteria according to Agency standards.
(2) Convert existing use cases to actionable user stories/epics/acceptance criteria in Jira.
(3) Analyze existing process documentation and document potential opportunities to enhance operational effectiveness and efficiency.
(4) Support development and implementation of various initiatives.
CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:

Years Required/Preferred Experience
4 Required In the field or related technology field as senior level Business Analyst
3 Required Working knowledge of Agile project management methology/practices
1 Preferred Understanding and documentation of use cases
1 Preferred Process documentation mapping
TERMS OF SERVICE
Services are expected to start 09/15/2025 and are expected to complete by 09/14/2026. Total estimated hours per Candidate shall not exceed 750 hours. This service may be amended renewed and/or extended providing both parties agree to do so in writing.
WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Department of Public Safety. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.
The primary work location(s) will be at 5805 N. Lamar Blvd Austin TX 78752. The working position is Hybrid - On Site and Telework. Any and all travel per diem parking and/or living expenses shall be at the Candidates and/or Vendors expense. Texas Department of Public Safety will provide pre-approved written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Department of Public Safety.
