Summary:
The Emergency Shelter Assistant Program Director provides support to the Emergency Shelter Program Director and is the secondary liaison with referring agencies including TDFP Office of Refugee Resettlement (ORR) - Division of Unaccompanied Childrens Services and other absence of the Emergency Shelter Program Director the Assistant Program Director is responsible and accountable for the overall operation and implementation of all services provided in the Emergency Care Program. The Emergency Shelter Assistant Program Director is supervised by the Emergency Shelter Program Director. This position is responsible for recruitment hiring and training of all staff under their supervision.
Position Responsibilities:
- *The Assistant Program Director will be responsible for recruitment interviewing hiring and training new employees under their supervision. Will make recommendations for termination.
- *Primary point of contact for Emergency Shelter Program personnel.
- *Responsible for ensuring Emergency Shelter Program personnel/staff complete all assigned duties document *Ensure compliance with Seton Home Policies and Procedures and other regulating standards including TDFPS services provided to children appropriately and maintain adequate and timely records;
- *Monitor observe and evaluate Emergency Shelter facilities grounds personnel children and quality assurance activities;
- *Attend administrative staff meetings staff retreats and other team building activities;
- Communicate with all Emergency Care Program personnel on an ongoing basis;
- Adapt to changing workloads to include work in the evenings weekends and holidays as needed;
- Supervise facilitate and participate as needed in the assessment and admission process;
- Intervene in Crisis Situations as needed;
- Participate and assists in pre-service and annual training;
- Minimum Standards and Office of Refugee Resettlement- Division of Unaccompanied Childrens Services National Care Standards;
- Develop policies and procedures for Emergency Care Services;
- Develop and maintain effective working relationships with TDFPS ORR law enforcement judicial officials legal representatives medical professionals and other community resources;
- Demonstrate proficiency in knowledge of CPR/First Aid Emergency Behavior;
- Intervention and child abuse reporting policies and procedures;
- Demonstrate proficiency in knowledge of TDFP Minimum Standards Office of Refugee Resettlement - Division of Unaccompanied Childrens Services National Care Standards and other stakeholders;
- Assume ON-CALL duties after regular business hours including nights weekends and holidays;
- Demonstrate knowledge and sensitivity of cultural norms values and heritage;
- Must be sensitive to the service populations cultural and socioeconomic characteristics.
- Adhering to safety training and protocols on a daily basis and taking precautionary measure to ensure the safety and well-being of self others.
- Responsible for protecting the confidentiality of any information or material obtained in the service with the organization to include but not limited to client names and information services rendered to clients donors names and gifts internal and external investigations or results of any investigations and financial information.

As a Seton Home employee attendance and successful completion of a 10-day New Employee Orientation is mandated for the position. The inability to meet this requirement will conclude employment with the Agency.

- Supervisory Responsibilities- The Emergency Shelter Assistant Program Director is responsible for the direct supervision of the following departments: Education Parenting Shelter Recreation and Kitchen. The Emergency Shelter Assistant Program Director is indirectly responsible for the supervision of all Emergency Care Program personnel. The Emergency Shelter Assistant Program Director ensures that services are provided in accordance with the agencys policies and procedures TDFPS Minimum Standards Office of Refugee Resettlement- Division of Unaccompanied Childrens Services National Care Standards and other stakeholders. The Emergency Shelter Assistant Program Director is supervised by Emergency Shelter Program Director.

Minimum Qualifications:
- Education
- Bachelors degree plus 5 years experience in child welfare administration child protective services;
- Experience
- Preferred 2 years Supervisory Experience;
- Minimum of Supervisory Experience;
o Training and/or experience in direct service delivery staff supervision program development evaluation budget development and financial management;
- License and Credentials
- Reliable transportation;
- Valid driver license;
- Valid vehicle insurance;
- Licensed Child-Care Administrators License is preferred;
- Submit to a state and federal background check Child abuse and neglect registry check and Tuberculosis screening;
- Be physically mentally and emotionally capable of performing assigned tasks and have the skills necessary to perform essential duties and responsibilities
Able to show proof of immunity to vaccine-preventable diseases transmitted by the respiratory route if working directly with unaccompanied children;
- Varicella: two doses of varicella vaccine (at least 4 weeks apart) OR born in the United States before 1980 with a reported history of chickenpox (verified by an adult present at the time of illness) OR titers indicating varicella immunity OR documentation from healthcare provider verifying previous infection.
- MMR: two doses of MMR vaccine (at least 4 weeks apart) OR titers indicating immunity to all three diseases
- DTaP or DTap: Complete primary vaccination series. If primary vaccination series completed in childhood one DTaP dose in adulthood.
- Influenza: one dose annually during flu season.
- COVID-19: Fully vaccinated against COVID-19 (two doses of Pfizer-BioNTech; or two doses of Moderna; or one dose of Janssen) with appropriate boosters if they become necessary. An individual is considered fully vaccinated 2 weeks after their final dose. Additional dose(s): a third vaccine dose for certain groups of people or booster dose(s) as recommended by the Centers for Disease Control and Prevention
Minimum Knowledge and Skills:
- Extensive working knowledge of TDFPS Minimum Standards and Office of Refugee Resettlement- Division of Unaccompanied Childrens Services National Care Standards;
- Experience with computer software and MS Office (i.e. MS Word Excel Outlook and OneDrive);
- A solid grasp of managing multi-disciplinary teams and progressive management;
- Must be detail oriented organized self-motivated work well independently and on a team;
- Must have good written and verbal skills;
- Must have good critical thinking and problem solving skills;
- *Bilingual: Fluent in English/Spanish with regards to reading writing speaking and comprehension of the spoken language
Travel Requirements:
Travel requirements for the position includes 10% local and 10% overnight.
