The State of Nebraskas Department of Health and Human Services (DHHS) is looking for a skilled Full-Stack Java Developer/Lead to drive the development of modern scalable solutions that directly impact the lives of Nebraskans. This is a fully on-site position at the Nebraska State Office Building in Lincoln NE.

Examples of Work
- Lead the design coding and deployment of micro-services and React applications.
- Provide technical guidance and mentorship to junior developers and peers.
- Collaborate with cross-functional teams to refine business requirements into technical solutions.
- Design develop and deploy scalable micro-services and REST APIs.
- Develop front-end applications using React and ensure they are optimized for performance scalability and security.
- Lead the design and implementation of databases (relational and non-relational) in Azure cloud environments.
- Conduct and lead unit integration and customer acceptance testing ensuring high-quality deliverables.
- Document technical solutions application architecture and development processes.
- Lead small-to-medium projects or components of larger projects providing clear project plans timelines and status reports.
- Troubleshoot and resolve complex production issues under tight timeframes occasionally support after-hours production incidents.
Qualifications/Requirements
Minimum Qualifications: A bachelors degree or equivalent in computer science information systems mathematics engineering or other related field and two years of experience education or training in coding computer applications; programming experience can be substituted for education on a year for year basis one year of which as a project coordinator leader or supervisor.
Preferred Qualifications: Preferred to have a minimum of 5 years experience in all aspects of the software development lifecycle and workflow including but not limited to:
- Estimates
- Target date planning
- Work plan development and monitoring
- Stakeholder communication
- Quality Assurance
- Development methods/techniques
- Testing methods/techniques
- Implementation planning and execution.
Other: Position is located on-site at the Nebraska State Office Building in Lincoln. No remote work no other office locations available.
Knowledge Skills & Abilities
- At least 5 years of experience with Java development.
- At least 3 years of experience in developing micro-services using Spring Boot or similar frameworks.
- At least 3 years of experience in REST API development using Open API (Swagger) specifications.
- Expertise in HTML/CSS/JavaScript.
- At least 5 years of experience building front-end applications with modern SPA frameworks such as React Angular or Vue
- At least 3 years developing micro-services using Spring Boot or equivalent frameworks.
- At least 3 years working with relational databases. Ability to write SQL queries and debug database related issues in Java applications.
