Description

The CRTC Supervisor oversees daily operations staff and programming at the Community Resource and Training Center a hub for connecting individuals and families experiencing homelessness to services resources and housing pathways. This position ensures high-quality service delivery fosters partnerships and maintains a safe welcoming and effective environment for clients and stakeholders.

The Supervisor leads the CRTC team in delivering coordinated outreach and case management manages data and reporting requirements and implements strategies to improve outcomes in alignment with the Citys homeless services goals.

The pay range for this position is $75000-$85000

Duties include but are not limited to

  • Supervise daily operations of the CRTC ensuring compliance with policies procedures and safety protocols.
  • Provide direct supervision coaching and support to CRTC staff including outreach workers case managers and support staff.
  • Foster a collaborative and client-centered culture that promotes dignity empowerment and equity.
  • Develop implement and monitor standard operating procedures and workflows for efficient service delivery.
  • Coordinate with partner agencies service providers and City departments (e.g. RPD HOPE Unit RBHA Homeward Daily Planet Venture Richmond) to ensure integrated seamless services.
  • Manage scheduling coverage and day-to-day needs of the CRTC site addressing staffing or operational issues promptly.
  • Oversee data entry and reporting in HMIS and other systems to ensure accuracy timeliness and compliance with funding and performance requirements
  • Track and analyze performance metrics using data to improve service quality and identify gaps.
  • Participate in ongoing planning and development of outreach and homeless services strategies contributing expertise and insights from CRTC operations.
  • Assist in budget preparation inventory and procurement for the CRTC ensuring resources are available and appropriately used.
  • Serve as the primary point of contact for the CRTC and represent the center at meetings and community events as needed.
  • Handle client grievances or escalated situations in a professional trauma-informed manner.
  • Perform other duties as assigned.

Qualifications Special Certifications and Licenses

Education and Experience:

  • Bachelors degree in social work Human Services Public Administration or a related field required. Masters degree preferred.
  • Minimum of 35 years of experience in homeless services human services or related field including at least 2 years in a supervisory or leadership role.

Knowledge Skills and Abilities:

  • Strong understanding of issues related to homelessness housing instability and barriers to services.
  • Experience supervising teams and managing operations in a social services setting.
  • Excellent communication interpersonal and conflict resolution skills.
  • Ability to build and sustain effective relationships with diverse stakeholders.
  • Proficiency in HMIS and data reporting systems or willingness to learn.
  • Strong organizational and time management skills with the ability to handle multiple priorities.
  • Commitment to equity inclusion and trauma-informed practices.
  • Ability to work occasional evenings or weekends as needed.

Work Environment:

  • The position is based at the CRTC and involves frequent interaction with individuals experiencing homelessness and crisis situations.
  • May require occasional travel to partner sites or community meetings.
  • Must be able to remain calm and professional in a fast-paced and sometimes unpredictable environment.

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk hear see and perform repetitive motions; frequently reach stand walk finger and grasp; and occasionally climb balance stoop kneel crouch crawl push pull lift and feel. The working conditions may include environmental terms of the physical strength to perform the essential duties this classification is considered to be sedentary exerting up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
