Job Description

Job Title: ARD & SPPI Liaison

Reports to: Executive Director of Special Programs

Dept./School: Special Programs

Wage/Hour Status: Exempt

Pay Grade/Days: Inst. 3/220 Days

Date Revised: 08/06/2025

Primary Purpose:

To serve as ARD Liaison between parents school and the special programs department. Facilitate ARD meetings as the LEA representative and manage data entry process for State Performance Plan Indicators related to Special Programs while maintaining compliance with district state federal laws and all locally developed approved procedures related to the ARD and Indicator processes.

Qualifications:

Education/Certification:

Masters degree in Special Education or Education Leadership

Valid Texas teaching certificate with special education endorsement

Educational Diagnostician Certification

Texas Mid-management or other appropriate Texas certificate preferred

Special Knowledge/Skills:

Knowledge of federal and state special education law

Understanding of the individual needs of special needs students

Ability to communicate with all levels of special needs students and their parents

Understanding and knowledge of the State Performance Plan Indicators

Understanding and knowledge of PEIMS coding related to special education

Ability to interpret policy procedures and data

Ability to manage budget and personnel

Ability to coordinate district functions

Strong organizational communication and interpersonal skills

Experience:

Five years campus experience with special education

Major Responsibilities and Duties:

Instructional and Program Management

  1. Assist with the development and implementation of an effective special education referral process and ensure that student assessments and recommendations regarding placement and program management for individual students are completed in a timely manner.

  1. Provide recommendations during staffing and/or ARD meetings that are consistent with district procedures.

  1. Monitor the admission review and dismissal (ARD) process on assigned campuses. Participate in committee meetings as needed to ensure that students are placed appropriately and development of individual education plans for students are consistent with district procedures.

  1. Ensure that student progress is evaluated on a systematic basis.

  1. Provide instructional resources and materials to support teaching staff in accomplishing instructional goals

  1. Provide for two-way communication between all stakeholders.

  1. Communicate and promote expectations for high-level performance to staff and students.

  1. Ensure effective and quick resolution of conflicts
  2. Keep campus administration informed of any ARD-related matters communicated to you by parents teachers or any other members of the ARD committee.

  1. Assist with the evaluation process where needed.

  1. Provide accurate timely and reliable data for each SPPI utilizing various data sources.

  1. Manage SPPI data systems and ensuring timely submissions.

  1. Implementing IDEA mandates and correcting any findings of noncompliance at both the student and LEA levels related to SPPI.

  1. Monitor the implementation of Individualized Education Programs (IEPs) to ensure compliance with IDEA obligations.

  1. Work on improving performance in areas such as child find secondary transition early childhood transition post-school outcomes and educational and preschool environments.

  1. Use data to identify needs for technical assistance and professional development to improve programs.

School/Organization Improvement

  1. Assist with the implementation of the policies established by federal and state law State Board of Education rule and local board policy in the area of special education. Recommend sound policies and procedures to improve the program

  1. Compile maintain and file all reports records and other documents as required

  1. Follow district safety protocols and emergency procedures.

  1. Comply with federal and state laws State Board of Education rules and board policy

Student Management

  1. Ensure that school rules are uniformly observed and that student discipline is appropriate and equitable in accordance with the Student Code of Conduct and the student handbook.

  1. Conduct conferences concerning student and school issues with parents students and teachers.

Professional Growth and Development

  1. Develop professional skills appropriate to the job assigned

  1. Coordinate training for staff and support effective IEP development and implementation

  1. Demonstrate professional ethical and responsible behavior. Serve as a role model for all campus staff

  1. Develop and maintain positive and effective relationships with all stakeholders

Communication and Community Relations

  1. Articulate the schools mission to the community and solicit its support

Mental Demands/Physical Demands/Environmental Factors:

Frequent district-wide and occasional state-wide travel; occasional prolonged and irregular hours. Maintain emotional control under stress. Regular districtwide travel to multiple work locations as assigned; moderate lifting and carrying.
