Description of Job


About the Position

This Business Office position acts as a dedicated individual contributor providing financial and operational support for engineering projects and Maintenance Sections within Region 3. The role supports the Regions financial activities by ensuring efficient business system utilization precise financial transaction processing adherence to contracting and procurement guidelines proper project financial management and efficient program delivery. This position offers technical guidance to regional staff by ensuring compliance with fiscal procurement and FHWA rules and directly contributes to the strategic budgeting and successful execution of regional programs.


Your duties and responsibilitieswill include but are not limited to the following:

  • Project Management:
    • Assist in the creation delivery and closeout of all regional projects.
    • Analyze and monitor project budgets to ensure costs are accurately applied and coded.
    • Identifies and resolves costs that are incorrectly coded.
    • Ensure that project activities are adhering to FHWA authorization and/or end dates CDOT policies and project management best practices.
    • Research financial discrepancies in projects and takes action to resolve.
    • Work with regional staff when encumbered funds need to be established and/or liquidated.
    • Assists with developing regional guidelines for project-related costing and program implementation.
  • Contracting/Purchasing/SAP Support:
    • Provides support for project-related contracting and the procurement of goods and services.
    • Identifies problems with task order submissions and directs project staff to correct discrepancies.
    • Ensures contract requests are consistent with the project details.
    • Coordinates with Engineering Contracts or Procurement unit on contracting or PO questions.
    • Offers technical guidance to regional staff on the proper usage of specific SAP transactions related to procurement and financial policies.
  • Program Delivery PMWeb & Project Management Support:
    • Review and monitor proposed delivery schedules and timelines providing recommendations for successful program delivery
    • Identify hurdles and support solutions for project delivery
    • Effectively communicate document and follow up with project delivery and regional Business Office staff to ensure financial transactions are carried out timely and effectively to support program delivery
    • Provides broad project management support aiding in the successful delivery of regional programs and projects.
  • Accounts Payable:
    • Executes accurate entry and timely approval of diverse individual financial transactions within both the SAP ERP system and OnBase.
    • Processes a wide range of payments including consultant invoices project payments local agency invoices journal vouchers and other varied invoices.
    • A regional contact for addressing questions and resolving issues involving local agency invoices CDOT projects invoices and engineering consultants payments.
  • SAP Support/ Miscellaneous:
    • Backs up certain duties of other positions when necessary.
    • Provides audit information when requested.
    • Maintains accurate and up-to-date files for this position.
    • Supports year-end financial close out activities.

Work Environment
  • Your schedule will primarily be 8:00 am 5:00 pm work hours Monday-Friday with the opportunity for a flexible schedule

  • Opportunity to work from home after training is completed

  • Travel required during work hours throughout region for trainings selections and debrief meetings.

  • Occasional overnight travel 1-3 times a year throughout Colorado

  • Required to operate CDOT vehicles

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Six years of professional experience closely related to the major job duties

Three of the six years must have been full-time professional financial or program/project management experience. Financial experience may include accounts payable public finance or other organizational financial support.

Experience with contracts within Colorado State Government is preferred.

OR

A associates degree from an accredited college or university in accounting business administration project management or a closely related field of study. (A copy of your transcript showing degree conferral mustbe submitted to verify this requirement.)

AND at least four years must have been full-time professional financial or program/project management experience. Financial experience may include accounts payable public finance or other organizational financial support.

Experience with contracts within Colorado State Government is preferred.

OR

A bachelors degree from an accredited college or university in accounting business administration project management or a closely related field of study. (A copy of your transcript showing degree conferral mustbe submitted to verify this requirement.)

AND at least two years must have been full-time professional financial or program/project management experience. Financial experience may include accounts payable public finance or other organizational financial support.

Experience with contracts within Colorado State Government is preferred.
