Job Description

1. JOB PURPOSE

  • Provide clinical leadership to the AMR program to achieve the program objectives
  • Lead and manage clinical HIV care and the research component of the AMR program
  • Evolve the medical strategy according to needs and provide implementation support promote quality and uphold MSF-OCA (Operation Center Amsterdam) standards of clinical care
  • Support medical director and other platforms in OCA to implement research outputs in OCA
  • Functionally manage the project medical lead of the clinical care component and research coordinator and allied team

KEY ACCOUNTABILITIES
Reduced mortality and morbidity in patients treated for AHD by provision of access to care and comprehensive medical care to patients accessing MSF Patna project

  • Build upon existing medical strategy to improve access to AHD care and decrease mortality and morbidity associated with AHD
  • Enable and monitor the provision of comprehensive medical care to patients admitted to MSF ward according to MSF OCA standards
  • Ensure improvement and maintenance of MSF OCA quality standards of hospital management human resource deployment medical supply clinical care patient safety health promotion and outreach activities
  • Enable availability of specialist medical advice through MSF tele-medicine platform or OCA public health department or other validated sources
  • Enable periodic update (or creation) of treatment protocols according to OCA standards and monitor adherence to the same
  • In consultation with project medical team country pharmacist specialist advisor of OCA public health department maintain and improve medical supply list to suit needs of medical care package
  • Ensure that medical supplies are procured according to quality assurance framework including those requiring exceptional validation
  • Ensure safety related to medical issues (Bio-safety universal precautions and health and safety in the workplace) is guaranteed to the highest possible level by implementing all MSF policies protocols and procedures (i.e. Use of condoms needle accidents etc.)
  • Oversee and steer epidemiology and social medicine (anthropology person centered care health promotion and community engagement) strategy and activities according to agreed frameworks and needs
  • Overall ensure compliance with health policies ethics strategies procedures and tools of OCA
  • Advise and support the project management team in;
    • Improving patient access to MSF project in Patna
    • Building community and health system networks for patient support and continuum of care
    • Routine monitoring and evaluation of medical care activities to improve overall quality of care
    • Planning of activities and resources (human resources medical supply laboratory referral services and finances) required to achieve project objectives
    • Stock management of medical supplies

Strategy Development and planning of the AMR program
  • Along with program lead develop and steer the implementation of a program strategy (including clinical care research learning and advocacy) to achieve the objectives of AMR program
  • Along with program lead design and deliver a realistic and achievable multi-year program plan inclusive of all components of the AMR program.
  • Adapt the strategy program components models of care and activities to meet the needs of specific patient groups and overall AMR program objectives
  • Lead chair or participate (as applicable) in various advisory platforms (steering committee medical support team specialist advisor team operational support team) and implement strategic and technical advice emerging from these platforms
  • Contribute to the planning and management of annual and the overall multi-year budget
  • Contribute to development presentation and revision of annual plans according to standard OCA processes
  • Draft and submit routine reports to various accountability platforms
  • Represent the AMR program and participate routinely in standard MSF OCA MedOps platforms
  • Contribute to the ethical oversight of the overall MSF intervention in Bihar the strategy of AMR program clinical care and research processes
Research Learning and Advocacy

Research

  • Periodically evolve the research agenda through external and internal collaboration and consultations according to set framework
  • Along with Steering committee and Program lead organize and constitute research teams with expertise in research relevant to the AMR research agenda (inclusive of HIV and other clinical research)
  • Constitute steer and manage project level research teams in conduct of research activities
  • Draft evolve and adapt SoPs for all components of the research cycle for the conduct of research in the hub
  • Steer enable and monitor the conduct of research activities in the hub and coordinate the conduct of such activities in the spokes

Learning

  • Contribute to the drafting of L&D strategy of AMR program
  • Enable a learning environment in the Patna project (hub) according to activities that will be defined in the L&D strategy

Advocacy and communication (Along with Program Lead)

  • Lead (define evolve steer) medical advocacy activities of the clinical care component of the program (related to HIV care)
  • Contribute to the drafting of advocacy and advocacy strategy of AMR program
  • Contribute to the building of advocacy networks and platforms
  • Participate in planning and implementation of medical advocacy and communication related the AMR program (igniting change component)
Data management
  • Enable deployment and maintenance of standard data tools for routine patient care
  • Plan and deploy research specific data tools in the hub
  • Enable and ensure collection of quality data for routine clinical care research and advocacy
  • Implement and ensure conformation to standard data management and data sharing policies and regulations of MSF OCA and Indian government
Partnerships collaborations and Representation
  • Along with program lead and other advisors explore and build regional and international medical networks relevant to the objectives of the AMR program
  • Contribute to the building and maintenance of collaborations for the conduct of research in hub and spokes
  • Participate in regional and international AMR related symposia conferences stakeholder meetings to build collaborations for the AMR program
  • Represent the AMR program with collaborators and partners


KEY INTERACTIONS

Program leadership: As a key program leader collaborate with Program lead for providing effective leadership for the AMR program

Steering committee: Routinely interact with medical director and steering committee to determine strategic direction of the AMR program and seek high level organizational support to deliver the strategy

Medical Support team (MST): Co-chair a team of technical advisors from MSF OCA Public Health Department and external organizations. Enable implementation of technical advice from MSF

Operational Support team (OST): As a key member of OST update and seek operational advice and support from MSF OCA operational support team

OCA Country program in India: Periodically Interact with medical coordination of MSF OCA country program in India to share resources and information

Medical team in Patna: Provide functional support to Medical Team lead or Project Medical referent for smooth medical management of Patna Project and to research coordinator for management of research activities.


Requirements

Educational Qualifications & Functional / Technical Skills
  • Essential: Professional degree in Medicine (MBBS or equal) with Masters or specialization in Public Health or clinical Microbiology Internal Medicine or Clinical Pharmacology
  • Licensed medical practitioner with registration in their country of practice
  • Ability to independently practice in their field of expertise and supervise other clinicians

Relevant Experience

  • 5 years of field experience in humanitarian contexts with MSF (or a comparable organization) and at least 2 years experience in supervising medical programs (as an independent clinician) for MSF or a non-governmental organization working in unstable or conflict areas.
  • Strong proven skills in management and leadership
  • Experience in a range of issues and responsibilities within the respective organization such as policy formulation financial and human resource management
  • Good communication skills including media and presentation skills (are essential) as well as an excellent command of English

  • Contract duration is 24 months with a possibility of extension.
  • Monthly Gross Salary (before all the statutory deductions): INR 3 18443 (Non-negotiable) - the final salary will be confirmed as per MSF policy considering relevant professional experience and upon submission of work certificates.

Leave:
