POSITION:Hatchery Complex Manager

SALARY: $47.18 - $54.70 per hour DOE

REPORTS TO:Resident Fish Division Manager

LOCATION: F&W Hatchery Bridgeport Washington

Basic Functions:This is a non-exempt position.The Hatchery Complex Manager (HCM) is a high level position that supervises and directs all aspects of fish production within the hatchery complex for the purpose of achieving mitigation/conservation and/or fishery enhancement/management objectives.

Qualifications

MINIMUM QUALIFICATIONS:

Education and Training:

  • Typically requires a Bachelors degree Fisheries Management Natural Resource Science Natural Resource Law or Environmental Science from a regionally accredited college or university AND 60 months of experience or advanced training in fish culture and fish health AND at least 48 months experience in the following: lead or supervisory roles salmonid/sturgeon culture and working with diverse operation budgets and budget management.

  • A Masters degree in the applicable science will substitute for some experience. (Must provide college transcript for credit of degree(s).)

  • Requires a valid State Drivers License and be eligible for the Tribes vehicle insurance.

  • Must maintain drivers license and eligibility throughout employment.

Knowledge Skills and Abilities:

  • Requires knowledge of federal state and tribal fisheries regulations.

  • Requires knowledge of the legal concept of Tribal sovereignty and the interplay of Tribal sovereignty with state and federal fish and wildlife laws regulations and administrative actions.

  • Requires knowledge of Salmonid and Sturgeon fish culture practices.

  • Requires knowledge of fish health diagnosis treatment and management practices.

  • Requires knowledge of departmental policies and procedures.

  • Requires proficiency with computers and software including Microsoft Office suite.

  • Requires effective superv1s1on budget management writing skills and communications (internal/external; written and verbal).

  • Requires excellent verbal and written communication skills and be able to communicate effectively with a wide variety of stakeholders with diverse backgrounds and interests.

  • Requires frequent contact and interaction with multiple local regional and national level managers in federal state county tribal and other agencies and organizations.

  • Requires experience developing contracts budgets and scopes of work.

  • Requires experience maintaining working relationships with State Federal Tribal and/or other agencies.

  • Requires the ability to understand the relationships between state local and federal funding.

  • Requires the ability to manage successful hatchery operations and maintenance.

  • Requires the ability to successfully interact with a diverse base of stakeholders co-managers and the general public.

  • Requires the ability to represent the hatchery program and CTCR in public venues.

  • Requires the ability to rapidly implement departmental policies and procedures and federal required administrative procedures.

  • Requires the ability to provide leadership to hatchery staff.

  • Requires the ability to implement plans and provide recommendations as they pertain to hatchery production.

  • Requires the ability to plan and carry out complex tasks to completion while leading a team working independently or serving as a member of a project or interdisciplinary team.

  • Requires a qualifying background that must include specific experience in managing complex high visibility fisheries projects in a multi-agency multi cultural environment.

  • Requires the ability to successfully lead a large team of geographically dispersed technical and professional team members in accomplishing program goals.

  • Requires strong collaborative and diplomatic skills.

  • Requires the ability to build long-term positive and professional working relationships with a wide variety of stakeholders and coworkers including the Colville Business Council other department managers departmental employees tribal members funding agency representatives regulatory agency representatives and other government and tribal entities.

  • Requires the ability to work effectively and move projects forward in an intensely bureaucratic inter-governmental and inter-agency environment.

  • Requires the ability to work in a multi-cultural environment.

  • Requires the ability to carry out tasks to completion and meeting program deadlines.

  • Requires advanced math skills to read and interpret financial statements and prepare and interpret statistics.

  • Requires advanced language and prepare complex and decisive reports.

  • Requires well-developed human relations skills to prepare and deliver formal presentations to large and diverse audiences conduct training and to build productive and effective work teams.

  • Requires the ability to work in an office setting attending meetings and performing site visits.

  • Requires sufficient hand-eye-arm coordination to use a keyboard and I0-key plus arm/hand movements to retrieve work materials and operate a variety of general office equipment.

  • Requires visual acuity to read words and numbers.

  • Requires auditory ability to carry on conversations over the phone and in person.

  • Requires the ability to lift at least 25 pounds.

  • Requires the ability to work in an office setting attending meetings and perform site visits.

  • Requires the ability to work a variable schedule including: evenings early mornings holidays and weekends as the work dictates.

  • Requires the ability to travel for meetings training and conference participation as necessary.

  • Requires ability to drive in adverse weather conditions.

  • Requires the ability to handle and administer chemicals used in the treatment of fish or disinfection of fish handling equipment to prevent or control fish diseases.

Note: Pursuant to Tribal Policy if this position is safety sensitive it is subject to pre-employment drug addition this position is subject to reasonable suspicion and post-accident drug testing.

TRIBAL MEMBER AND INDIAN PREFERENCE WILL APPLY; PREFERENCE WILL ALSO BE GIVEN TO HONORABLY DISCHARGED VETERANS WHO ARE MINIMALLY QUALIFIED.

If required of this position you must possess and maintain avalid Washington State drivers license and be eligible for the Tribes Vehicle addition this position may be subject to pre-employment background clearances. If applicable these clearances must be maintained throughout employment.
