4 months contract with a Local Authority
Job Summary:
This is an interim role to provide strategic financial leadership and business partnering support focusing primarily on the capital programme.
The successful candidate will work closely with senior stakeholders across the organisation to support investment decisions enhance financial insight and ensure compliance with statutory and regulatory requirements.
Key Duties/Accountabilities (Sample):
Develop and implement robust capital investment strategies and programmes aligned with organisational objectives.
Align capital strategies with the broader treasury strategy through collaboration with colleagues across the finance function.
Deliver high-quality financial modelling and project appraisal including evaluation of various financing options.
Lead on year-end closure of accounts processes for capital ensuring accuracy and appropriate reflection of all capital transactions in the organisation s accounts.
Provide expert advice and challenge to senior officers and leadership contributing to informed decision-making and financial sustainability.
Ensure all capital activity is managed in accordance with the prudential framework and meets local authority capital programme financing and reporting requirements.
Skills/Experience:
Demonstrable experience in developing and delivering capital investment strategies within a local government or comparable public sector context.
Proven ability to align capital and treasury strategies effectively.
Strong background in financial modelling and investment appraisal.
In-depth understanding of year-end closure processes for capital and financial reporting requirements.
Comprehensive technical knowledge of the prudential framework including relevant legislation and reporting standards.
Holds a recognised professional qualification (e.g. CIPFA CIMA MBA) or has equivalent experience operating at a senior level.
Strong stakeholder engagement and influencing skills with the ability to provide robust financial challenge and guidance to senior officers and leadership.
