The Work Unit:

This work unit exists to implement the Construction Permitting program which includes reviewing processing and evaluating air pollution permit applications for major synthetic minor and minor sources. Permit application review includes performing an independent and highly technical engineering analysis to estimate emissions of air pollutants. Evaluation of air pollution control equipment is performed in order to determine if the equipment is capable of controlling emissions to a level that will enable the applicant to comply with all applicable air quality regulations and standards. The unit also evaluates emissions offsets; performs basic air dispersion modeling; determines applicable requirements such as PSD NSPS and MACT updates emissions inventories for new and existing sources and provides input on revisions to regulations and standards as required. The unit provides permit engineering staff other Division staff and the public with interpretations clarifications and policy guidance regarding air quality regulations standards and requirements for stationary sources.

What you will be doing

This position exists to conduct engineering reviews (analysis of permit application data and information using mathematics chemistry physics and engineering sciences) of major synthetic minor and minor source construction permit applications such as mining operations power plants internal combustion engines etc.

Job Duties:

Engineering Review and Draft Construction Permits
Under guidance from unit supervisor and more-experienced engineers conducts reviews of construction permit applications for air pollution sources. Identifies emission points calculates emissions determines applicable requirements and issues permits and exemption letters. Interacts with applicants staff and local agencies.

Interactions and Provide Information
Interacts with applicants the public and local agencies to provide information and guidance and to clarify official policy and procedures pertaining to program goals and Air Quality Control Commission regulations.

Professional Training/Development
Conduct professional position-related development activities. Includes review of technical literature and attending in-house and formal training. Participate in special projects under guidance.

Process Improvement
Identifies develops and implements process improvements for the Construction Permit Unit. Includes developing standardized emissions calculations spreadsheets and revising permit application forms.

Administrative Activities Timekeeping
Attends performance reviews and staff meetings and completes KRONOS entries.

Other Duties as Assigned
Attends meetings serves on task forces or teams completes projects and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:

An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Education/Licensure/Certification/Experience:

Bachelors degree from an accredited institution in engineering


Substitutions

Current enrollment as an Engineer-Intern by the Colorado State Board of Licensure for Architects Professional Engineers and Professional Land Surveyors will substitute for the required degree



PREFERRED QUALIFICATIONS

In addition to the minimum requirements the successful candidate in this position will have the following experience:

  • Experience with state and or federal air regulations
  • Strong interpersonal and communication skills
  • Excellent organizational process improvement and project management skills
  • Ability to set track and accomplish priorities goals and timetables to achieve maximum productivity
  • Experience explaining technical processes to non-technical individuals orally and in writing
  • Managing time and delegating effectively
  • Ability to establish and maintain effective working relationships with all partners.
  • Ability to drive and support group customer and program initiatives
  • Researching and interpreting Federal and State air quality regulations
  • Extensive experience developing and/or reviewing complex air quality permits highly preferred
