Job Description

Job Title: Privacy Compliance Lead
Location: Primarily Remote (occasional on-site presence may be required)
Clearance Requirement: Public Trust (U.S. Citizenship required)
Position Type: Full-Time (CATTS Task Order Support)

About the Client:

The U.S. Department of Commerce (DOC) drives trade innovation and economic growth and is the federal champion of the digital economy. Within DOC the International Trade Administration (ITA) supports U.S. businesses in the global market through promotion of exports and foreign investment. ITAs Office of the Chief Information Officer (OCIO) delivers secure efficient and scalable IT solutions aligned with DOCs modernization strategy.

Project Overview:

Under the Commerce Acquisition for Transformational Technology Services (CATTS) initiative this position supports the ITAs Office of Systems Development (OSD). The mission is to operate and evolve IT infrastructure by adopting cloud-based services and improving service delivery. The Privacy Compliance Lead will serve as a subject matter expert on privacy compliance FOIA/PA request handling and interface with the Departments Chief Privacy Office to ensure all privacy operations are aligned with federal policy and regulations.

Position Summary:

The Privacy Compliance Lead is responsible for ensuring all privacy-related compliance efforts documentation and communications meet Department of Commerce and federal standards. This includes managing FOIA (Freedom of Information Act) and PA (Privacy Act) requests maintaining process integrity and serving as a key liaison between compliance teams and DOCs Chief Privacy Office.

Key Responsibilities:

  • Provide expert-level privacy compliance guidance to internal FISMA teams.
  • Act as the primary liaison between ITA and the DOC Chief Privacy Office.
  • Serve as the subject matter expert on the Privacy Act of 1974.
  • Manage the intake processing and tracking of classified and unclassified FOIA/PA correspondence.
  • Assist in developing and analyzing reports related to FOIA and PA activities.
  • Provide necessary forms and procedural support to FOIA/PA requesters.
  • Communicate updates and status reports to active requesters.
  • Ensure timely processing and completion of FOIA/PA requests in accordance with federal guidelines.
  • Maintain high editorial standards; ensure all documentation is free from errors omissions or inconsistencies.
  • Monitor and report on the status of privacy compliance cases regularly.
  • Maintain strict adherence to DOC FOIA policies and processes.

Minimum Requirements:

  • Citizenship: U.S. Citizenship required.
  • Clearance: Must be eligible for and able to obtain a Public Trust clearance.
  • Education: Bachelors degree or higher in Cybersecurity Information Policy or a related field.
  • Experience: Minimum of 10 years of experience in Privacy Act compliance including at least 5 years processing FOIA/PA requests.
  • Skills: Strong attention to detail excellent communication (oral and written) and process management skills.

Preferred Qualifications:

  • Certifications:
    • IAPP Certified Information Privacy Manager (CIPM)
    • Certified Cloud Security Professional (CCSP)
    • Certified Information Systems Security Professional (CISSP)
  • Experience with Agile or Project Management practices.
  • Familiarity with federal privacy regulations and DOC FOIA processes.
  • Experience coordinating with Chief Privacy Officers or federal privacy officials.

Place of Performance:

Support for this requirement will primarily be remote (telework). However as directed by the COR or CRD Director the Contractor may be required to report to the Herbert C. Hoover Building located at 14th & Constitution Ave. NW Washington DC 20230
