POSITION DESCRIPTION:

Under general direction the Contracts & Procurement manager plans directs manages and oversees the activities and operations of the Contracts & Procurement Section including the Construction Professional and General Services Purchasing and Inventory Control and Real Estate sub-sections; performs related duties as assigned. Responsible for planning and managing all procurements leases and agreements at the SFMTA through subordinate-level managers supervisors and staff.

EXAMPLES AND IMPORTANT AND ESSENTIAL DUTIES:


Qualifications :

MINIMUM QUALIFICATIONS:

  1. Possession of a bachelors degree from an accredited college or university; AND
  2. Eight (8) years of professional-level contracts and/or procurement experience of which four (4) years must be at the managerial level supervising a team (more than three) of professional-level staff performing technical contracts work.  

Education Substitution:

Additional years of the required experience in professional-level contracts and/or procurement work may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units

DESIRABLE QUALIFICATIONS:

  • Experience implementing a comprehensive procurement and materials management program for a transit agency.
  • Experience managing a portfolio of real property leases and agreements.
  • Experience handling both traditional public-sector procurements and the use of alternative procurement methods.
  • Experience researching analyzing and evaluating innovative contracting methods and techniques.
  • Experience with large capital contract negotiations and contract administration.
  • Experience interpreting and applying related federal state and local procurement laws codes and regulations.
  • Ability to communicate clearly and concisely both orally and in writing.
