Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework employing a multi-domain and multi-region focus to create a 360-degree approach with the flexibility to enable upon direction a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference as directed by the North Atlantic Council.
The Management Directorate (MGT) primary focus is to provide all the necessary staffing and real-life support functions to enable SHAPE to deliver its critical outputs as a Strategic Military HQ. The Directorate acts as the HQs conduit to member nations (through NMRs) and to host nation authorities.
The Base Support Group (BSG) ensures an adequate infrastructure exists to support the operational requirements of all NATO and NATO related entities located within the SHAPE campus.
The SHAPE Command Centre Branch (SCC) is responsible for the development and implementation of policies plans concepts guidance control analysis and procedures related to engineering and maintenance functions and logistics support for the SCC.
Principal Duties
The incumbents duties are:
As Branch Head
1) Responsible for operating managing and maintaining all life support engineering utility fire security systems and provide all logistic support on a 24/7 basis.
2) Provide the input to- and execute the budget of the branch make input to BSG and execute all Purchase Orders.
3) Coordinate all security requirements for engineering projects in or connected with the SCC.
4) Supervise all modifications and additions to the utilities engineering systems include HV / MV / LV power distribution stand-by power and Uninterrupted Power Supply (UPS) systems refrigeration air conditioning CO absorption Chemical Bacteriological Radiation & Nuclear (CBRN) filtration water supply discharge network and civil work.
5) Develop and maintain all SOP / Technical Modification and Operational Documents (TMOD) for describing maintaining or operating electrical mechanical life support and engineering systems and SOPs for Safety and Operations by using information from the sections Computer aided Design (CAD) system.
6) Supervise engineering works throughout the SCC taking into account the requirements and priorities of the SCC.
7) Review space allocation request and proposing necessary engineering changes.
8) Coordinate infrastructure projects and funding in the SCC. Monitors engineer systems and take action to ensure the capability of the SCC to support sustained closed-door operations.
9) Advice the COM BSG on engineering matters and configuration change that can affect daily use and exercises of the SCC.
10) Control the supply of spare parts for peace time and war time. Furthermore conduct inspection on Capital items and personnel equipment.
11) deputize for the Commander (Base Support Group).
As Bunker Commandant
1) Act as Bunker Commandant and coordinate direct with Comprehensive Crisis and Operations Management Center (CCOMC) in case of emergency crises or war.
2) Member of the SHAPE Space Allocation Board.
3) Coordinate and plan with the clients all new and old Communication and ADP installation in the SCC.
4) Advise for plans for support of material services and food for exercises crises and war.
5) Assist and support the Fire Marshall and Safety Officer in the day to day operation of the SCC.

Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The work is normally performed in a Secure office environment with artificial light and air (e.g. Bunker).
The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
a. Professional/Experience
a. Minimum 4 years of experience in infrastructure maintenance management and infrastructure project management.
b. Minimum experience of at least 4 years in Facility Management Operation and Maintenance of buildings and technical facilities services.
c. Experience in improving energy efficiency of industrial building.
d. Knowledge of building systems and technical installations/systems i.e. power supply electricity lighting HVAC (Heating Ventilation and Air Conditioning); chilled water plant; security systems and IT Network stated literally in the duties.
e. The Logistic function includes directing and supervision of general supply operations typically performed at an installation base or facility as well as developing reviewing and improving of logistic procedures including supply and storage.
b. Education/Training
University Degree in Electrical or Mechanical or Civil engineering and 6 years post related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 8 years post related experience.
c. Language
English - SLP 3333 - (Listening Speaking Reading and Writing)
French - SLP 2222 - (Listening Speaking Reading and Writing)
Desirable Qualifications
a. Professional Experience
1) General background in supervision and management of an office staff.
2) Knowledge of Civil Engineering Logistics Architecture Design their functions and purposes.
3) Experience in depth of the NATO financial system.
4) Previous Staff experience at large HQ Joint Command NATO HQ or similar.
b. Education/Training
1) Project Management Certification (PRINCES2 or similar).
2) Programme Management Certification.
3) Management of Risks Certification.
c. Language
English: SPL 4444
French SPL 4444
Attributes/Competencies
Personal Attributes: Posses a sense of integrity diplomacy and propriety in order to work harmoniously with colleagues and other staff both civilian and military from NATO and the NATO nations as well as with staff from private contractors and scientific/industrial organizations.
The incumbent must be able to operate with diplomacy and tact in a multinational environment where decision-making occurs by reaching consensus among the stakeholders. S/He also liaises with appropriate Division/Branches to ensure coordinated rapid and effective responses to issues at hand.
Professional Contacts: - Professional contacts both within and without Engineer Branch required in the planning co-ordination execution or advising on operational requirements concerning engineering aspect of the SCC.
- Serves as the primary point of contact with external contractors in negotiating planning designing execution of work acceptance of all engineering related projects in the SCC.
- Deals through frequent contacts with external civilian agencies specialized installations and maintenance of utilities.
Contribution To Objectives: Provide the first line overview administration and management for all facility engineering utility and life support systems aspects critical to the continuous operation of the underground SCC complex. As Bunker Commandant provide service and assistance by exercises and under exercises crises and war situations. Perform assessment for space management of location and rooms within the SCC. Represents SHAPE for acceptance of all engineering and life support systems in the SCC. Ensure that the historical file continues to be updated.
Provide background and historical informations for rotating military and civilian personnel.
Supervisory Responsibilities: Dependent on requirements may be required to direct and supervise the work priorities of an adhoc or permanent team within the functional area.
REMARKS:
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
