Compensation Package:
JOB SUMMARY: The Sr. Program Manager provides comprehensive management of the Montgomery County Family Center and Strong Families Initiative Programs ensuring that the program and services are in accord with best practice standards contract and grant requirements and Agency practices and procedures. The position oversees service delivery ensuring efficiency operational consistency of case management practices staff leadership and overall quality practices of the assigned programs. This position is responsible for internal and external reporting of outputs and outcomes and establishing working relationships with internal service provider partners vendors external community partners and the ADW Office of Cultural Diversity.
SUPERVISORY RESPONSIBILITY:Provides administrative supervision of up to 7 FTEs.
ESSENTIAL DUTIES and RESPONSIBILITIES:
Ensure compliance with grant and funder requirements including tracking and reporting data submitting grant reports and timely communications with grantors.
Develop and implement strategies to effectively achieve program goals and objectives; implement systems and processes to enhance service delivery and efficiency.
Monitor program implementation in accordance with best practices for service types program contracts and department and agency practices and protocols.
Work to resolve program issues including prompt responses to all client and staff grievances and customer or community relations concerns.
Monitor usage of agency devices and apps including laptops desktops cell phones Whats App etc. to ensure compliance with HIPAA and agency and departmental policy and procedures.
Data Management/Compliance/Reporting
Conduct client record reviews on an ongoing basis; approve client records and electronic case notes.
Assign and manage employment and parenting case management caseload assignments
Manage the collection compilation and analysis of all services and case management activity in Caseworthy.
Write and ensure the timely submission of all internal and external reports.
Conduct monthly reviews of team outcomes data quality and staff productivity reports. Implements corrective action plans as necessary.
Attend community meetings seminars relevant training outreach events and government/private foundation events.
Develop educational workshops using the Joven Noble curriculum to strengthen newcomer families in collaboration with Parishes and Montogomery County Public Schools
Assist with and prepare for grantors site visits and audits for all programs. Respond promptly and professionally to all audit and site visit requests inquiries or investigations in conjunction with NN leadership.
Keep abreast of all contract/grant milestones and requirements to ensure agency and funder (public & private) compliance.
Assist in the preparation and submission of contracts and/or grant applications.
Manage program budgets ensuring that funds and resources are used efficiently and in accordance with the donor intent.
Monitor program budget and provide approval of monthly spending requests for program expenses.
Monitor program revenue and expenses monthly with assigned finance team members to ensure they are billable and within established budgetary guidelines.
Prepare budget revisions and financial reports as needed.
Oversee the Programs procurement function
Conduct client record reviews on an ongoing basis.
Implement Corrective Action Plan to address deficiencies identified through the Agency client process CQI process or via funder audits or inquiries.
Enable staff participation in quality improvement at least quarterly.
Ensure staff meet client service requirements according to contract program department and agency requirements.
Update the programs practices and procedures and program manual as needed.
Lead the management of the maintenance of the building equipment and agency vehicles in accordance with relevant health fire and safety codes and COA standards.
Draft and implement building protocols in collaboration with the Executive Director and Deputy Director to ensure the safety and wellbeing of staff clients and volunteers.
Oversee Manager on Duty Front Desk Support Client Appointment and Building Events Calendars.
Serve as the primary point of contact in collaboration with FERC for building safety-related matters and coordinate with facilities to ensure compliance with organizational standards and protocols.
EDUCATION and EXPERIENCE:
Masters degree in social work human services or related field; for a social work degree social work licensure (LGSW/LMSW) in the appropriate jurisdiction is required.
5 years of progressively responsible non-profit experience in program management.
3 years of experience supervising the provision of social service.
