The King Countys Records Management Program isseekingto hire anenthusiasticRecords Management System Application Lead(Functional Analyst III). The primary responsibility of this role will be as the Application Lead for Content Manager (CM); the enterprise records management system used by King County to manage both electronic and physical records. This position is a valued member of King Countys Records Management Program within the Archives Records Management and Mail Services Section. The program provides countywide tools education and resources to King County employees and workforce members toassistthem with managing county records throughout their lifecycle. The Application Lead performs many duties that are critical to the administration and continuity of the records management system. This includesmaintainingrelationships with the systems vendor and IT personnelmaintainingsystem documentation generating reports and dashboards troubleshooting tier 3 issues and much more. The position also provides technical support and consultation on behalf of the King Countys Records Management Program in relation to countywide business needs and various technical tools that could be used to manage county records and information.
ABOUT RECORDS & LICENSING SERVICES (RALS)
The Records and Licensing Services Division (RALS) is a division of theDepartment of Executive Services.
RALS operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the division are mandated by statelaw andare provided in King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King addition RALSis responsible forproviding internal services that are necessary for purposes of business efficiency and meeting various legal responsibilities.
RALSis responsible for:
Recording documents related to real property sales and other transactions and making them accessible for members of the public businesses and other government agencies
Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County
Providing licensing and information services and promoting public safety by administering and enforcing vehicle and vessel licensing and taxi and transportation network company (TNC) regulations
Providing internal mail services and physical and electronic records management services to all county agencies
Providing animal care and control services for the protection of property human health and safety and promoting responsible pet ownership and animal welfare through education and licensing programs via public and private sector partnerships

We are looking for candidates whohave:
Expertiseinthe field ofrecords management includingworkingknowledge ofthe development interpretation and application ofretention schedulesandthe lifecycle management ofrecordsand informationof government agencies.
Proficiencywiththe back-endadministration ofContent Manager (CM)or other similar enterprise records management systemsincludingsystem functionalities thatrelate torecord creation record filingaccess controlsholds requests dispositionsretention schedule triggers and more.
ProficiencywithbothSQL languageand Power BIused to query data andbuild andmaintaindashboardsused for reporting.
Strong communicationskills including the ability to communicate by expressing and conveying ideas effectively both in writing andverbally.
Strong research and analytical skills with the ability to gather interpret and synthesize data to inform decisions and drive effective solutions.
Exceptional attention to detail ensuring accuracy and consistency in all aspects of work.
Improvising and problem-solving in complex situations.
Ability to manage time and adapt to changing prioritiescanwork on multiple projects simultaneously and producetimelyand quality work products.
Experience applying equity and social justice principles in everyday work anddemonstratedability to work with diverse populations and interest groups.
WORK LOCATION:The work associated with this position will be performedprimarilyby teleworking though occasionalonsite work and meetingsmay be. Employees mustresidein Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
WORK SCHEDULE:This position is Exempt from the provisions of the Fair Labor Standards Act andtherefore isnot overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday.
