POSITION PURPOSE:

The Associate Vice President (AVP) for Civil Rights and Compliance under administrative direction of the Vice President of People and Culture provides strategic vision leadership and operational oversight for university-wide civil rights compliance. The AVP leads efforts to cultivate a diverse inclusive and equitable campus environment and ensures institutional compliance with federal and state laws including Title IX Americans with Disabilities Act (ADA) Section 504 and CSU Executive Orders regarding Discrimination Harassment and Retaliation (DHR). The AVP serves as the principal spokesperson and university representative for these compliance areas and is responsible for the development implementation and assessment of policies procedures and training initiatives that promote justice equity diversity inclusion and belonging (JEDIB). The AVP oversees investigations of discrimination harassment and retaliation.

The AVP also serves in the designated roles of Title IX Coordinator DHR Administrator and ADA/Section 504 Compliance Officer and plays a key role in aligning compliance and equity efforts with the broader institutional mission and strategic priorities of California State University Bakersfield (CSUB).

REQUIRED QUALIFICATIONS

EDUCATION & EXPERIENCE Equivalent to a Masters degree in higher education administration law public policy social work human resources or related field and a minimum of seven (7) years of progressively responsible experience in civil rights compliance Title IX administration equity and diversity leadership or a closely related field including at least three (3) years of experience supervising or leading professional staff.

SKILLS KNOWLEDGE & ABILITIES (SKAs)

PREFERRED QUALIFICATIONS:

PHYSICAL DEMANDS: SEDENTARY WORK involves mainly sitting; minimal walking and standing; lifting light weight objects limited to 15 pounds.

SPECIAL CONDITIONS

SCREENING: Only those applicants possessing experience most directly related to the immediate needs of the office will be invited to appear before a Qualifications Appraisal Board for the purpose of appraising training experience and interest in the position.

BACKGROUND CHECK: Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment which may be rescinded if the background check reveals disqualifying information and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

SENSITIVE POSITION: Sensitive positions are designated by the CSU as requiring heightened scrutiny of individuals holding the position based on potential for harm to children concerns for the safety and security of the people animals or property or heightened risk of financial loss to the CSU or individuals in the university community.

MANDATED REPORTER: General: The person holding this position is considered a general mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 revised July 21 2017.

The position is required to participate in training at the direction of the Clery Director and must also promptly report allegations of reportable crimes according to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act its accompanying regulations; the California State Education Code Chapter 15.5 of the Donahoe Higher Education Act Section 67380; and the California State University system-wide policy Code EO 1107.
