The Opportunity:

Salary Range: $180000 - $220000

Overview:

Multnomah County seeks a talented experienced professional for the position of Government Relations Director to lead the Office of Government Relations. This is a fast-paced position that requires excellent interpersonal and communications skills extensive legislative experience strong writing and outstanding policy development skills. As Government Relations Director you will work closely with the County Board of Commissioners County departments community stakeholders and other constituents to develop and execute a comprehensive and strategic government relations plan that advances the countys mission and goals.

Major Job Responsibilities:

  • Director. Lead the Office of Government Relations including supervising and evaluating staff. Manage federal and state contract lobbyists as needed. Manage office budget and other administrative functions.

  • Lobbyist. Represent Multnomah County at hearings meetings and other legislative activities at the federal state and local level. Represent the County in formal and informal interactions and negotiations with legislators members of the executive branch and other local government officials as appropriate. Work with the Multnomah County Attorneys Office to draft legislation and solicit legal interpretation of legislation. Collaborate with legislators and interest groups to get legislation introduced passed and signed. Work to defeat or modify bills contrary to Multnomah Countys interests.

  • Regional and Tribal Representative. Work with the Government Relations Regional Coordinator and Tribal Relations Liaison to provide policy insights and further the Countys priorities with regional local governments and sovereign tribal governments. Including establishing and maintaining relationships for the Board of Commissioners and County programs.

  • Legislative Analyst. Oversee tracking analyzing and interpreting proposed legislation on relevant matters. Manage bill tracking software and provide legislative updates for Commissioners and Departments on state and federal bills and budgets. Lead county legislative team and hold regular meetings. Draft position papers correspondence and testimony.

  • Board Legislative Liaison. Work with County Commissioners and departments to identify and refine proposed issues to be included in the legislative package presented to the Board. Conduct research and follow-up on proposed legislative issues for the board. Oversee completion of a legislative report at the conclusion of each legislative session.

  • Political Advisor. Assess political positions provide advice and counsel and formulate suggested strategies for discussion on a wide range of complex and sensitive legislative issues. Prepare talking points on legislative bills for use by commissioners legislators other lobbyists the media and the public.

Quickly gets up-to-speed on the organizational nuances of Multnomah County and pathways to achieve desired outcomes.

The Office of Government Relations provides government representation to advance Multnomah Countys objectives with the U.S. Congress federal agencies the Oregon State Legislature state agencies and local governments. The office advocates for Multnomah County advancing policy and funding solutions through intergovernmental relationships.

We serve as the liaison between Multnomah County and various governmental bodies including the United States Congress the Oregon Legislature and local governing bodies. Our primary mission is to advance Multnomah Countys annual state and federal legislative agenda while ensuring the voices of our community are heard at every level of government.

We also collaborate closely with smaller cities within Multnomah County offering insights into County actions and fostering partnerships that benefit our entire community. Furthermore we are committed to establishing and maintaining strong relationships with Oregons nine recognized Tribal Governments recognizing the importance of indigenous voices in shaping County policies and initiatives.

This recruitment may be used to fill full-time part-time temporary limited duration and on-call positions.

Type of Position: This position is classified as a staff assistant and is an executive/unclassified position and serves at the pleasure of the Chair and may be subject to discharge at any time. This is a salary executive position that is not eligible for overtime.

Hybrid Telework: This position is designated as hybrid telework meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Multnomah Building 501 SE Hawthorne Blvd. Portland Oregon 97214

Schedule: Monday - Friday; There may be some flexibility with scheduling and daily start and end times.
