Job Description

This vacancy is open to employees of Isle of Wight NHS Trust and Portsmouth Hospitals University NHS Trust only.

Band 8b: 64455 - 74896

Hours: 37.5 per week

Location: Base location either St Marys Hospital Parkhurst Road Newport Isle of WightPO30 5TG or Building 4000 Lakeside North Harbour Cosham Portsmouth PO6 3EN. Across site travel may be required the frequency will be agreed locally

Contract type: Fixed term - 2 years

The Electronic Document and Records Management System (EDRMS) programme is a key enabler in our five-year digital strategy and a foundational step toward the successful rollout of the OneEPR (HIOW Acute Electronic Patient Record). 

Main purpose

  • Plan and deliver the Electronic Document and Records Management System (EDRMS) programme which will be implemented across the IWT and PHU Trusts. Manage the programme in a highly complex digital environment across multiple systems and interfaces.
  • Use programme and project management expertise and management skills to support management and development of the EDRMS team and methodology.

Key working relationships

  • Informatics department including but not limited to digital services technical solutions and digital teams as well as senior management.
  • Programme and Project stakeholders governance bodies working groups and delivery teams. Including clinical staff and other stakeholders across the Trusts at all levels including executives senior clinicians and managers Transformation and Service Improvement teams
  • Third party product and service suppliers
  • National bodies Integrated Care System Wider healthcare community

General duties

  • Responsible for presenting programme information to large audiences including Trust Exec and external bodies negotiating and influencing regarding the development and approval of new business cases.
  • Responsible for ensuring all stakeholders are updated and engaged on the progress of the programme.
  • Produce and present robust reliable and valid options appraisals and recommendations for complex and sensitive very large and large-scale digital change programmes.
  • Liaise with relevant patient groups regarding future and ongoing programmes and the suitability of solutions.
  • Produce and keep under continual review programme and project business cases to assess financial and strategic viability and feasibility using business case analysis of the delivery plan costs quality assumption scope benefits risk and strategic priorities.
  • Produce regular progress reports to steering group DPDG and Trust and ICS Executives as required.
  • Act and interpret technical national guidance for programmes and projects analysing and translating guidance for non-technical audiences.
  • Create maintain and updates programme and project plans for very large-scale digital change. Plan and organise the programme and project artifacts design and delivery activities over the next two years.

Qualifications :

Qualifications / Training

  • Relevant Bachelor Degree (Tech Business Change) or equivalent knowledge/experience.

  • Relevant Higher Degree (Masters or higher in Tech Business Change) or equivalent.

  • Recognised Programme and Project Management qualification to practitioner level.

  • Evidence of recent professional development

Previous / Relevant Experience

  • Extensive experience managing and delivering full programme/project lifecycle (including pre-project phases) and supplier management for large programmes.

  • Staff line management and development experience.

  • Experience presenting complex and technical information including to Executive Boards.

  • Project/Programme management skills (e.g. agile and waterfall methodologies).

  • Strong knowledge of standard programme/project artefacts (creation review reporting).

  • Ability to analyse complex technical information and present it to varied audiences.

  • Capacity to identify and apply technical and clinical knowledge relevant to specific contexts.

  • Risk and issue identification with effective mitigation strategy development.

  • Intellectual flexibility openness to feedback and learning mindset.

  • Influencing and negotiation skills including constructively challenging current practices.

  • Information Governance (IG) and Digital Technology compliance knowledge.

  • Standard keyboard skills (touch typing).
