INTRODUCTION:
The 711th Human Performance Wing (711 HPW) headquartered at Wright-Patterson Air Force Base in Ohio is the first human-centric warfare wing to consolidate human performance research education and consultation under a single organization. Established under the Air Force Research Laboratory the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military civilian and contractor personnel encompassing 75 occupational specialties including science and engineering occupational health and safety medical professions technicians educators and business operations and support.
DESCRIPTION OF SERVICES:
The contractor shall meet all requirements per the basic contract and provide professionally and technically qualified individual(s) to perform all tasks in the following paragraphs to fulfill the requirements of this contract.
Center for the Sustainment of Trauma and Readiness Skills (C-STARS) Cincinnati is an Air Force Medical Service training platform partnered with the University of Cincinnati to provide advanced Critical Care Air Transport Team (CCATT) training for DoD medics. 711 HPW/RH at the C-STARS Cincinnati Ohio Operating Location.
The contractor employee shall provide comprehensive research and clinical database services ensuring effective development management maintenance and data management. The contractor employee shall support database integrity and security across various formats including Research Electronic Data Capture (REDCap). Much of this effort will require collaboration with the UC Information and Technology (IT) Office which involves the UC IT infrastructure. Database Services:
Development management and maintenance of research and clinical databases.
Data management services to ensure accurate and efficient data handling.
Support for database integrity and security to protect sensitive information.
Data Integration Services:
Development maintenance and validation of data integration processes.
Ensuring data integrity throughout the integration process.
Supporting data analysis for research projects to facilitate meaningful insights.
Database Formats:
Working with various database formats including but not limited to REDCap.
Handling data from medical devices and ensuring compatibility with existing systems.
Performance shall be according to the requirements contained in this Performance Work Statement (PWS).
Mandatory Qualifications:
The contractor employee shall possess a bachelors degree in computer science information technology health informatics or related field.
The contractor employee shall possess minimum of three (3) years of demonstrated experience in database development and management including data systems development and management in a research and clinical research setting.
The contractor employee shall be proficient in programming languages used in the design of research databases (e.g. Visual Basic Visual Basic for Applications SQL PERL) proficient in programming languages used in data management (e.g. SQL JavaScript C#) and proficient in programming languages used in data integration (e.g. SQL Visual Basic PERL).
The contractor employee shall possess experience with REDCap Microsoft Access SQL databases and Electronic Data Capture (EDC) systems such as Medidata Rave.
The contract employee shall possess demonstrated excellent organizational skills to manage large volumes of data.
The contract employee shall possess demonstrated experience with strong attention to detail and accuracy in data management.
The contractor employee shall possess demonstrated excellent communication skills both written and verbal.
The contractor employee shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential proprietary and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.

Masters degree in health informatics computer science or related field
Certification in database management clinical data management data integration or health information technology.
Demonstrated strong analytical skills used for data analysis and reporting.

The contractor employee shall ensure:
Databases applications data systems and data integrity processes shall be developed and maintained with high accuracy and integrity.
All data management practices shall comply with Good Clinical Practice (GCP) guidelines and relevant regulatory standards.
Regular audits shall show a high level of data integrity and accuracy.
Systems Development and Maintenance:
Develop design and maintain research data systems including databases and applications.
Implement and manage REDCap applications and online databases.
Create and manage Microsoft Access and SQL databases for research data collection.
Design develop and maintain clinical databases and data collection systems.
Implement and manage electronic data capture (EDC) systems such as Medidata Rave.
Develop design and maintain databases for research data collection and integration.
Data Integrity Integration Management and Accessibility:
Ensure data integrity and accessibility by creating coding and maintaining databases.
Conduct regular audits to verify the accuracy and completeness of data.
Implement data management best practices to ensure efficient and secure data handling.
Design and implement data integration strategies to provide seamless data flow across various systems.
Perform data mapping transformation and data cleansing activities.
Monitor data flow between databases servers and cloud services to ensure efficient data integration.
Utilize and manage research databases such as REDCap to collect store and analyze research data.
Healthcare Medical Clinical Research Support:
Apply knowledge of medical research methods to support various research projects.
Collaborate with researchers to understand their data needs and provide appropriate database solutions.

Create and manage virtual desktops to support research activities.
Ensure virtual desktop environments are secure and optimized for performance.
Programming and Scripting:
Develop and maintain databases using programming languages such as Visual Basic Visual Basic for Applications SQL and PERL.
Write and optimize scripts for data extraction transformation and loading (ETL) processes.
Develop and maintain data systems using programming languages such as SQL JavaScript and C#.
Reporting and Analysis:
Generate comprehensive reports based on clinical medical and integrated research data for healthcare professionals researchers and administrators. Analyze the data to identify trends discrepancies and areas for improvement.
Compliance and Security:
Ensure all data management practices comply with Good Clinical Practice (GCP) guidelines and relevant regulatory standards while implementing security measures to protect sensitive research and clinical data.
Training and Support:
Provide training and support to clinical and research staff on database usage data management and data integration practices and systems while troubleshooting and resolving database and data integration-related issues as they arise.
Data Validation and Quality Control:
Perform thorough data cleaning and validation to ensure data accuracy and develop and maintain data management plans and standard operating procedures (SOPs).
BASE SUPPORT:
The University of Cincinnati shall provide the contractor with office space a computer and office equipment (including a PC) and office supplies as needed. All software and hardware passwords/access to military Internet/E-mail and applicable databases will be available within the scope of the contract. The contractor shall comply with local AF and DoD policies.
GENERAL INFORMATION:
Work will be accomplished at the University of Cincinnati 231 Albert Sabin Way Rm 2453 Cincinnati OH 45267-0558 beginning on 30 September 2025.
Temporary alternate work locations may be assigned as circumstances dictate by the Contracting Officer Representative.
Work schedule is normally Monday Friday 7:30 AM 4:30 PM ET; however there may be times when it is necessary for the contractor to work after duty hours in support of specific tasks. Although schedule may have to be flexible it will not exceed 40 hours per week.
U.S. Citizenship:
Employee must be a U.S. citizen. For the purpose of base and network access possession of a permanent resident card (Green Card) does not equate to U.S. citizenship.
TRAVEL:
No travel is anticipated for this effort.
SECURITY:
All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for a position of trust. This is a mandatory requirement set forth in DoDM 5200.02AFMAN 16-1405 Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor.
The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPWs annual OPSEC training and education programs which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.
All documents including papers abstracts and posters shall be cleared by AF prior to public release.
DELIVERABLE:
Contractor Progress Status and Management Report (PSMR).
On a monthly basis the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.
The report shall have five sections:
Project Title Time Period of report Date
Performance: Current status of deliverables measured against project expectations.
Schedule: Have scheduled activities and milestones been completed on or before time and impact of delays.
Costs: Are there any actual or significant deviations are significant costs adequately explained in terms of project plans (i.e. large initial equipment purchase followed by labor related costs.)
Risk: Are there known or anticipated opportunities or events that will or can affect project.
Technical Report Study/Services:
All reports and data shall be submitted in a non-proprietary easily transferrable format.
All reports data findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
APPLICABLE DOCUMENTS:
Public Laws and Statutes. The contractor shall comply with the latest issue or version (including all changes and amendments) of federal state and local statutes or other regulations in effect on the date of issuance of the individual task orders unless otherwise noted.
AFI 33-332 Privacy Act Program is mandatory in its entirety.

CONTINUATION OF ESSENTIAL DoD CONTRACTOR SERVICES DURING A CRISIS:
The performance of these services is not considered to be mission essential during time of crisis. Should a crisis be declared the Contracting Officer or his/her representative will verbally advise the Contractor or the revised requirements followed by written direction.
