SUMMARY

This position is responsible for providing a broad range of technical and administrative support to the Right-of-Way (R/W) Section with a particular focus on assisting the Sections project management activities. The role plays a key part in the successful planning coordination and execution of right-of-way initiatives across multiple programs. Primary duties include but are not limited to processing right-of-way agreements supporting the deployment of digital kiosks reviewing traffic control plans and coordinating with internal and external stakeholders to ensure compliance with City requirements and the effective implementation of projects.
The position also assists in reviewing construction plans and provides support for both the Citys R/W Lease Program and the Fence and Wall Program. Additional responsibilities include contributing to ArcGIS-related tasks supporting Cityworks (CDOTs asset management and tracking system) and fulfilling other assignments aligned with departmental goals. This role requires close collaboration with the R/W Section management team on initiatives to improve internal processes and policies. Strong communication organizational and customer service skills are essential for success in this position.

Major Duties and Responsibilities:

  • Process right-of-way agreements for digital kiosks in the public right-of-way and support deployments of the digital kiosks.
  • Review and prepare necessary documentation permits and other regulatory approvals.
  • Assist in determining optimal kiosk locations within the public right-of-way considering accessibility visibility and community needs.
  • Coordinate utility service connections for kiosks adhering to City regulations and minimizing disruption to the public right-of-way.
  • Monitor project progress identify potential issues and assist in developing solutions.
  • Periodically prepares custom reports regarding R/W activities.
  • Facilitate communication and coordination between the City vendors utility companies community groups and other involved stakeholders.
  • Schedule and coordinate R/W activities with contractors as needed including issuing notifications for Special Events.
  • Coordinate investigations and responses to inquiries and complaints from the public City Managers office City Council CDOT leadership and other departments.
  • Review and coordinate the Citys evaluation of construction and traffic control plans to ensure compliance with applicable policies standards and specifications.
  • Inspect various right-of-way permitting activities including but not limited to utility installations right-of-way leases and traffic control associated with other right-of-way activities.
  • Identify roadway hazards during construction review/prepare plans and coordinate construction with public utility companies contractors and other City departments.
  • Review and coordinate the Citys review of construction and traffic control plans to ensure compliance with policies and specifications.
  • Perform additional duties as assigned.

Knowledge Skills & Abilities:

  • Knowledge of the principles and practices of civil/transportation engineering design.
  • Knowledge of the principles and practices of traffic engineering.
  • Ability to read and evaluate civil transportation and traffic engineering plans.
  • Knowledge of the Manual on Uniform Traffic Control Devices (MUTCD).
  • Knowledge of city ordinances state and federal regulations and standards pertaining to development projects utility installations and work zone traffic control.
  • Strong organizational skills with the ability to manage multiple projects simultaneously.
  • Strong interpersonal skills communication and customer service skills.
  • Ability to apply conflict resolution techniques.
  • Proficiency in Microsoft Word Excel and Access.

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with major course work or a degree in civil engineering engineering technology or closely related field at the bachelors or graduate level with an emphasis on transportation engineering preferred or any equivalent combination of experience and training.

Preferred Qualifications:

  • Two years of experience in the transportation engineering field
  • Engineering-Intern (EI) certification
  • Experience with ArcGIS or associated software

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
