Job Description

MINIMUM

QUALIFICATIONS:

  • Bachelors Degree and experience in human resources and labor relations or equivalent.

  • Human resources experience in a school district or other large organization required.

  • Senior human resources experience in a school district or other large unionized organization preferred.

  • Has excellent integrity and demonstrates good moral character and initiative.

  • Knowledge of Federal and State employment laws and Municipal regulations directed to sound personnel practices.

  • Experience in applying CBAs to human resource practices.

  • Experience and/or knowledge in the administration of benefits.

  • Effective oral and written communications skills.

  • Excellent interpersonal and coaching skills.

  • Excellent organizational skills.

REPORTS TO:

Superintendent of Schools

SUPERVISES:

  • Human Resources Manager and Confidential Secretary to the Director of Human Resources Benefits Coordinator and HR Clerical Staff

JOB GOAL:

The position assumes responsibility for the direction planning coordination and administration of all programs functions and activities of the Human Resources Department. Duties include but are not limited to: hiring staffing training benefits wellness safety compensation employee relations evaluating employee performance discipline while adhering to all Federal and State laws and RIDE regulations.

PERFORMANCE RESPONSIBILITIES:

    1. Exercises oversight authority and broad discretionary judgment to manage all functions and resources of the Human Resources Department to achieve the organizations priorities and objectives.
    2. Directs the development and administration of the HR Departments budgets policies and programs to effectively and efficiently deliver high quality services to the School Department it serves.
    3. Collaboratively and cooperatively works with the Superintendent and Leadership team to analyze organization and community needs and takes action in response to those needs.
    4. Ensures that department operations conform to local state and federal government regulations and other applicable rules and policies.
    5. Prepare the personnel section of the regular monthly school committee agenda.
    6. Responsible for the oversight and administration of all employee benefits either mandated by contractual agreements or regulatory to include but not limited to: health dental life LTD and 403(b) plans unemployment workers compensation pension safety and wellness initiatives HIPPA Cobra EEOC/ADA FLSA vacation sick and personal leave benefits.
    7. Responsible for the recruitment placement and retention and performance standards and adherence to the RI Department of Education standards for certified positions and all applicable regulatory laws.
    8. Develop substitute teacher pool through innovative practices.
    9. Responsible for supervision training and work performance of direct reports to meet objectives and standards of Warwick Public Schools.
    10. Manage the Department of Human Resources using a computerized personnel system.
    11. Provides Human Resource policy development administration direction and guidance to the organization.
    12. Effectively communicates with employees and applicants regarding their employment rights responsibilities opportunities and benefits.
    13. Organize orientation program for all new certified and non certified staff.
    14. In conjunction with the District Leadership Team develops and administers standards and criteria for employee performance and evaluation.
    15. Establishes coordinates and /or conducts employee training programs.
    16. Maintains professional knowledge through seminars reviewing professional publications and participating in professional organizations.
    17. Create a good working relationship with local Colleges and Universities to ensure a situation whereby new teachers will seek employment in the Warwick Public Schools before considering anywhere else.
    18. Attends School Committee meetings and other meetings as required.
    19. Directs activities related to labor relations and grievance administration.
    20. Participates in the investigation and resolution of ongoing employee relation problems anticipates problems wherever possible and develops recommends and initiates appropriate steps for resolution.
    21. Conduct Investigations under Title IX and prepare comprehensive investigative reports.
    22. Consults with legal counsel as needed.
    23. Develops prepares generates and analyzes reports pertaining to employee personnel information and data including but not limited to: benefit costs staffing levels turnover absenteeism recruitment applicant tracking Affirmative Action/EEO compensation promotions etc.
    24. Additional related duties as required by the Superintendent of Schools.
    25. Conducts job fairs pursuant to CBA language for Professional and Classified staff.

TERMS OF EMPLOYMENT:

52 week year.

Annual by the Superintendent of Schools
